OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

When deployed, the incumbent will perform the following duties which may be changed once the deployment has been completed:1. Support incident management with assessing needs regarding IPC for case management and liaise with technical units in contributing to the overall operational plan, in the area of IPC.2. Provide technical advice on all issues related to IPC for case management and other aspects (eg contact tracing and risk communications), critically reviewing, analysing and using evidence based data for setting up or adapting IPC, interventions and approaches. 3. With the clinical case management expert and case management trainer, develop training for emergency triage and IPC at healthcare facilities of all type (Health posts, clinics, general hospitals and treatment and isolation centres).4. Support training to national and international healthcare workers, hospital management and auxiliaries in the area of IPC. 5. Support the national and local health authorities to develop and communicate messages with the medical and health communities on IPC and effective behaviours to prevent infection and liaise with the risk communication and contact tracing teams on the IPC aspects of the response. 6. Liaise with the logistics team on the specification and quantity of any IPC materials required.7. Coordinate with HQ desks and technical unit (Epidemic Clinical Management, WHE/IHM/EXN and Emergency Medical Teams) on all aspects of scaling up IPC for case management and IPC training.8. When applicable, contribute to coordination and case management meetings with MoH and clinical partners/EMTs.9. Contribute to maintaining an overview of the IPC needs for the response and ensure that updates are provided on a regular and timely basis to all levels of the response through the IMS structure.10. Develop technical advice, in close collaboration with the case management team, the establishment/strengthening of isolation facilities based on standard guidelines and principles for infection prevention and control as deemed necessary.11. Perform any other incident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Nursing or environmental health or related field. Desirable: Qualification in specialised medicine or nursing, Advanced university degree in Public Health.

Experience

Essential: At least five years (P3) practical experience, at the national and/or international levels, in the development, advocacy, planning, implementation of infection prevention and control activities for infectious diseases in outbreak, CBRN, disaster or humanitarian emergency Desirable: Experience in epidemiology, research and analysis, and/or the development of training tools and databases for monitoring and evaluation purposes.Previous experience with WHO, other UN agencies, Emergency Medical Teams, health cluster partners, recognized humanitarian organizations or a non-governmental organization is desirable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3251 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
