The Communication for Development (Emergency) consultant reports to the Chief C4D section for supervision and guidance. The consultant provides technical and operational support to UNICEF C4D colleagues by administering, implementing, monitoring and/or evaluating a variety of C4D initiatives and activities in response to the current emergency context while also promoting community engagement and participation, and measurable behavioral and social change/mobilization, requiring the application of technical and theoretical skills and thorough knowledge of organizational goals, rules, regulations, policies and procedures to complete tasks.

Monthly over a period of 6 monthsSupport the C4D social data collection activities to help raise communities’ voices, understand their perspectives, perceptions and positions on COVID-19 vaccines’ acceptance and hesitancy, identify and address barriers, misconceptions and opportunities, and inform the design, implementation and evaluation of RCCE interventions

Social data collected from communities is reviewed and used to feed RCCE interventions, and Info Tracker is timely managed and being used by UNICEF and RCCE partners

Monthly over a period of 6 monthsProvide advocacy and constant coordination with key actors in line ministries (MoPH & MoI-DRM), UN agencies, subgroups, NGOs, CBOs and partners, as well as identification and engagement with community-based key influencers and stakeholders to achieve integrated quality results, and promote vaccine demand and uptakeAdvocacy and coordination meetings with all relevant actors, technical and subgroups are initiated, attended and inputs shared

Monthly over a period of 6 monthsParticipate in the design and review of emergency related IEC material and evidence based key messages developed by UNICEF and RCCE taskforce for each target group on COVID-19 vaccine, and ensure dissemination of these material and relevant documentation in the existing RCCE message bank

IEC materials and evidence based key messages on COVID-19 pandemic and vaccine related content are reviewed, disseminated and documented in the message bank

Monthly over a period of 6 monthsSupport the C4D capacity building component for COVID-19 vaccine for RCCE partners in terms of follow-up on producing and/or adapting and clearing training content, as well as ensuring delivery of training sessions for MoPH call centers operators, RCCE partners, community mobilizers, stakeholders, municipal entities, volunteers and frontline workers as needed

Training packages for COVID-19 vaccine and MoPH call centers are developed, and capacity building activities are conducted with target groups

Monthly over a period of 6 monthsLead on the training component for the MoPH Call Centers 1787 and 1214 in terms of follow-up on producing training package with the MoPH and the training institution, reviewing and clearing the training content, and ensuring delivery of training sessions for operators

MoPH COVID-19 Call Center training package is developed, and training sessions are conducted

Monthly over a period of 6 monthsCoordinate inputs for UNICEF internal and external RCCE reporting requirements, gather information, review content and share documents with focal points and relevant partners (Sit Rep, situation analysis, RO reports and internal updates)

Information and data collected and shared with focal points to feed into the monthly Sit Reps, situation analysis, donors’ reports, and other UNICEF LCO and regional quarterly and yearly reports

Monthly over a period of 6 monthsLead on reporting, monitoring and best practices documentation related tasks on COVID-19 vaccine for RCCE UNICEF partnersReporting and documentation mechanisms of RCCE interventions and best practices is in place

Monthly over a period of 6 monthsContribute with UNICEF C4D team to the development of work plan 2022 and participate in office PBR and CPD discussions

Monthly over a period of 6 monthsTo qualify as an advocate for every child you will have…

  • Advanced university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public health, public relations, or another relevant technical field.
  • A minimum of 5 years of professional experience in one or more of the following areas is required: emergency response, social development programme planning, communication for development, public advocacy or another related area. Relevant experience in a UN system agency or organization is considered as an asset.
  • Ability to work collaboratively as part of a team in a challenging and highly fluid environment, flexibility, and ability to handle constant change.
  • Proven skills and knowledge for working in emergency context.
  • Previous experience in working in close collaboration and networking with government counterparts and stakeholders
  • Relevant experience in a UN system agency or international organization is considered as an asset.
  • Excellent written and oral communication skills and the ability to convey information clearly and accurately.
  • Good analytical skills and knowledge of quantitative, qualitative and participatory methodologies.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The application will be reviewed under the best value for money principle, thus only applications with financial proposal will be considered (total fees to be quoted in USD per each deliverable including timeline). Please provide an overall budget/timeline for the project in your application.
