BACKGROUND Health Management Information System (HMIS) unit is a sub-component of the of the Health Information System (HIS). The HIS is under the directorate of Policy, Planning and Research of the Ministry of Health. Vast majority of data and indicators of the HIS are collected and managed through HMIS. Presently, the HMIS staffing constitutes of 3 IT officers who manage and performs basic software development functions, 11 data officers and 1 support staff who work under the supervision of the Unit manager. Additionally, the unit receives 3 more IT staff from the MoH ICT Unit who support the management of District Health Information Software Version 2 (DHIS-2).

PURPOSE

Considering the above-mentioned background and identified areas of improvement to address the on-going challenges, UNICEF would like to recruit an individual local consultant to build capacity of Health Management Information System (HMIS) and ICT team to enable them to develop, deploy and manage the following dashboards: • Bottleneck Analysis (BNA), • Maternal and Perinatal Death Surveillance and Response (MPDSR), • Star Rating, • Dashboard to monitoring the status of essential health care service provision during health emergencies

The consultant will work closely with HMIS team and UNICEF Health Specialist in Zanzibar and Dar es salaam. Specifically, the consultant will conduct a rapid assessment through reviewing of existing documents (Policies, Guidelines and literature) of the Ministry of Health Zanzibar and HMIS/ICT unit, existing DHIS-2 data collection process, routine and emergency indicators as well as dashboards to identify the current DHIS-2 data needs, HMIS/ICT human resources and other capacity gaps. S/He will also identify potential bottlenecks to DHIS-2 product development and reasons for under underutilization of the existing data visualization features (examples dashboards) on the DHIS-2.

The consultant will utilize the results of the assessment to guide the implementation of suitable approaches to the capacity building support and fine tune solutions to ICT product utilization. With the support and coordination of the HMIS team, the consultant will draft a capacity building schedule with clear outputs, review the unfinalized dashboards and develop a plan for their finalization using the capacitated HMIS/ICT team. Through a close consultation with programs, the consultant will also identify and use a set of tracer indicators to develop a tracking mechanism for monitoring continued essential health and nutrition service provision during health emergencies.

The results of this consultancy are finalized dashboards (MPDSR, BNA, Star Rating and Tracker for continuity of essential services). The consultant is required to submit operational guide on the newly developed dashboards for DHIS-2 users and a final comprehensive project report with interventions to promote utilization of DHIS-2 products.

SPECIFIC TASKS

Generally, the consultant will build capacity of HMIS/ICT teams to develop dashboards and draft final project report with strategies to improve utilization of these dashboards and other DHIS2 data visualization products. The consultant will undertake the following specific tasks:

1. Prepare and present inception report that will inform the capacity building plan and approaches, dashboard development/finalization process and their respective timeline and budget

2. Review existing policies, guidelines and SOPs of the Ministry of Health Zanzibar with a focus on Health Management and Information Systems

3. Liaise with Ministry of Health Department of Policy, Planning and Research, Directorate of Preventive and Health Education in Zanzibar to ascertain appropriate capacity building approach and scope of indicators for each dashboard.

4. Conduct a workshop with Integrated Reproductive and Child Health program (IRCHP), HIV, Nutrition, Malaria and other health programs to seek inputs/guidance and confirm the selection of indicators for their respective dashboards.

5. Implement capacity building plan for HMIS/ICT team which shall include a custom-made step by step practical training on DHIS-2 to enhance their ability to develop /finalize herein specified dashboards and other DHIS-2 products.

6. Coordinate and conduct stakeholders meeting with wide actors in Health Information System to present the developed dashboards for more inputs.

7. Prepare and submit operational guide on the designed Dashboards and a final comprehensive project report to MoH and UNICEF. The report should include the project implementation process, project results and strategies to improve DHIS-2 product utilization at various levels

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in health, social sciences or related field. Preferably a higher degree encompassing knowledge of health informatics and health system strengthening
  • A minimum of [Seven years] of progressively responsible experience in developing ICT solutions particularly working on DHIS2.
  • Fluency in written and spoken English essential; knowledge of Swahili is an asset.
  • Knowledge of the Zanzibar context HMIS/DHIS2 systems
  • Experience working with HMIS team in Zanzibar is an asset
  • Excellent training facilitation skills, oral and written communication skills.
