Purpose of Activity/Assignment:

- Develop the Advocacy Strategy and Action Plan for the UNICEF Country Programme for 2021-2025;

- Carry out a desk-review with the aim to identify advocacy priorities and objectives;

- Conduct meetings with UNICEF programme staff to inform the strategy;

Scope of Work:

In recognition of the need to accelerate our impact for children and strengthen UNICEF's global advocacy, the Executive Director in June 2020 confirmed UNICEF's four long-term Global Advocacy Priorities (GAPs). Advocacy is one of the key strategies for UNICEF Georgia's ongoing country programme to achieve its programmatic results and to promote child rights. The country programme aims at further improving the situation of children and adolescents through adoption of a range of progressive legislation and policies and advocacy is one of the core leveraging strategies in this regard.

UNICEF seeks a consultant to support in developing the advocacy strategy for the 2021-2025 Country Programme which will define the context, specific steps, messages and action plan for the Georgia CO.

Methodology

Desk review and meetings with key stakeholders will be conducted to inform the advocacy strategy development process. The final document will be written in close cooperation with UNICEF communications and programme sections.

Activities and Tasks:

Review UNICEF guidelines and templates for strategy documents.

Review UNICEF global guidelines on advocacy and UNICEF Georgia's 2021-2025 Country Programme Document.

Conduct meetings and consultations with UNICEF programme and communication colleagues to identify the advocacy objectives for the strategy.

Advise UNICEF on specific recommendations and action points regarding the strategy development process.

Develop UNICEF advocacy strategy and action plan for the 2021-2025 country programme.

Responsibilities

UNICEF's responsibilities include timely provision of all required information, guidance and feedback on all deliverables.

The selected consultant is expected to provide products as per defined tasks and deliverables, and revise them based on feedback provided by UNICEF.

QUALIFICATION AND COMPETENCIES.

Education:

Advanced University degree in the field of advocacy, communications, social sciences or any other relevant field

Knowledge/Expertise/Skills required:

  • University degree in Communications, Social Sciences or related field;
  • Minimum of 7 years of professional experience in communications and advocacy
  • Previous experience in development of communications and advocacy strategies;
  • Fluency in written and spoken English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
