Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is located in the Coordinating Unit for the Mediterranean Action Plan - Barcelona Convention Secretariat (MAP), Athens, Greece.

The EU-funded Marine Litter MED II Project (ML MED II) aims to further support and advance the implementation of the updated Regional Plan on Marine Litter Management in the Mediterranean, as well as of the Integrated Monitoring and Assessment Programme for the Mediterranean Sea and Coast (IMAP) for EO10.

The Individual Contractor will work under the direct supervision of the Project Manager of the EU-funded ML MED II project, in coordination with the Administrative/Fund Management Officer, and under the overall guidance of UNEP/MAP Deputy Coordinator.

The Individual Contractor is expected to undertake the following tasks and responsibilities: 1. With a specific focus on the EU-funded ML MED II project, initiates and follows up the payment process for consultants and maintains budgetary control records. 2. Assists the Programme Officer, in processing Legal Instruments between MAP and project partners, checking reports for compliance with ToRs, initiating and following up on the payments process, reviewing interim/final expense reports, maintaining budgetary control records, assisting in the processing within Umoja and other ERP systems, in line with UNEP processes. 3. Assists in all administrative aspects of project monitors status and receipt of relevant documentation for review and approval. 4. Assists in meeting organization in the framework of the ML MED II Project, including in the preparation of meeting data sheets, logistic and other organization arrangements. 5. Compiles, summarizes and presents basic information/data on the Project and related topics or issues. 6. Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions. Supports the drafting and reviews budget revisions/amendments; verifies availability of funds; ensures necessary approval and entry in computerized budget system. 7. Drafts correspondence on budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc. 8. Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc. 9. Performs other related administrative duties, as required.

Qualifications/special skills

A high school diploma or equivalent is required A minimum of five years of work experience in finance, budgeting, accounting, administrative services or related areas is required. Experience in working with MS Excel and Enterprise Resource Planning (ERP) systems (e.g. UMOJA, UE2), People Soft, or similar systems are required. Knowledge of United Nations administrative and financial rules and regulations and experience in budgetary analysis and project formulation in a United Nations Organization, or other international organization are required.

Languages

• Fluency (oral and written) in English is required. • Knowledge of French is desirable.
