In Kazakhstan, the Country Office Partnership and Resource Mobilization (PRM) Strategy provides a framework for more systematic and purposeful approach to partnerships development and collaboration, ensuring aligned, and sustainable shared-value partnerships to facilitate the leveraging of resources, expertise and for fundraising for UNICEF Kazakhstan Country Programme 2021-2025. The overall vision of the Country Programme is that all boys and girls, from early childhood to adolescence, including the most vulnerable, grow up healthy and resilient, have the skills and knowledge to prepare them for adult life as citizens in twenty-first century Kazakhstan, and are protected from violence, abuse, neglect and abject poverty.

The current UNICEF Country Programme with the Government of Kazakhstan for 2021-2025 is built on three pillars: • Outcome 1: Every child grows up healthy, well-nourished and safely. The long-term vision of change is that by 2025, children and adolescents grow up healthy, thrive and build their resilience by benefiting from increased access to quality health and nutrition services and a safe and clean environment. • Outcome 2: Every child is educated, skilled and resilient. The long-term vision of change is that by 2025, more children and adolescents, particularly the most vulnerable, are equipped with skills and knowledge to be healthy, resilient and ready for adult life. • Outcome 3: Every child has an equitable chance in life and is protected. The long-term vision of change is that by 2025, girls and boys, especially the most vulnerable, are protected from all forms of violence, abuse, neglect and abject poverty, and benefit from integrated social protection and welfare services.

How can you make a difference?

An individual Contractor is needed to support country office management and staff in establishing and deepening financial and non-financial shared-value collaboration with resource partners from private and public sector helping to provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment.

Purpose of the Assignment

The purpose of this Assignment is to support Country office (CO) in supporting development and sustaining partnerships with public and private sector for the better results for children in Kazakhstan. The assignment would cover three main aspects: on sustaining partnerships, functioning of the Business Advisory Council and contribute to implementation of fundraising activities.

Scope of Work: Under the direct supervision of the Partnerships Officer, the Contractor will undertake the following tasks: • Sustain partnerships with private and public partners • Support the Country office to maintain UNICEF’s partnerships, by contributing to sustaining and growing existing collaborations. • Support programme in implementation of the partnership strategy for cost effective delivery of results with Government, IFIs, Embassies, existing donors and private sector. • Contribute to knowledge exchange on best practices in private and public sector engagement for the advancement of child rights. • Maintain up-to-date information on partners and trends

Contribute to functioning of the Business Advisory Council • Support the establishment and functioning of a private sector Business Advisory Council to co-create and co-design partnership for children, build trust and leverage strength of each other in favor of common results for children. • Provide operational and technical support on engagement with private sector, and functioning of the UNICEF Business Advisory Council.

Support fundraising activities with the private and public sector • Elicit and discuss with programme colleagues fundraising needs, update internal tools and tables of potential donors. • Explore digital fundraising opportunities in line with emerging trends and UNICEF policies and procedures. • Support in organization of events with traditional and emerging partners. • Assist in translation and proof-reading of documents • Any other tasks deemed necessary to achieve the objectives of the Partnerships and Resource Mobilization Strategy according to the request of Supervisor and Programme team.

Work Assignment Overview

1. Tasks/Milestones: Traditional, existing and emerging partnerships are built, nurtured and strengthened to mobilize and leverage resources for programme needs: - Assist with preparation of the best practices, documents and tools, such as Family Friendly policies, breastfeeding practices, etc. to ensure knowledge exchange, sharing with public and private partners; - Prepare draft agreements, memorandums and other legal documents for emerging partners in line with UNICEF procedures and SOPs; - Support in implementation of UNICEF Annual work plan, Partnerships and Resource Mobilization Strategy for Kazakhstan; - support with development and implementation of joint activities with the existing partners. Deliverables/Outputs: - Prepared at least two MOUs in line with UNICEF templates - Prepared at least 4 drafts concepts - Proofread translated UNICEF and other international policies and procedures on Family-Friendly practices, etc. available in Russian, Kazakh languages - Report on Action Plan Date: On monthly basis from March until 31 December 2022

2. Tasks/Milestones: Support to functioning of UNICEF Business Council and strengthening engagement with private sector to achieve better results for children: - Assist in organizing periodic UNICEF Business Advisory Council (BAC) meetings - Assist in maintaining constant contact with business partners, members of the BAC, and other emerging partners - Assist in organizing periodic meetings of the sub-groups of the Business Advisory Council - Document meetings with partners on a constant basis - Support Country and Regional Office with organization of different activities, workshops and events related to individual giving campaigns, etc. Deliverables/Outputs: - Agenda, LoPs, Minutes, other materials needed for the BAC; - Letters, follows up, scheduling of meetings, keeping notes, etc. - At least 4 meetings are set up, follow ups are ensured - Minutes of the BAC meetings and its sub-groups are available - Available agenda, list of participants, report or minutes of the event. Date: March-December 2022

3. Tasks/Milestones: Support to implementing fundraising activities with private sector: - Assist with developing drafts proposals with support of programme colleagues - Assist with drafting concept notes, 1-pagers and investment cases jointly with Partnerships Officer and programme team for fundraising purposes - Conduct mappings of potential donors in private sector - Develop one-pagers in the progamme areas with funding needs - Support with establishment of the country-based database of potential donors - Liaison with potential private sector donors Deliverables/Outputs: - At least 4 funding proposals are developed - At least 5 one-pagers are finalized and circulated with potential donors - Database of potential donors is available for internal use Date: On monthly basis from March until 31 December 2022

To qualify as an advocate for every child you will have… • A university degree in public relations, international relations, marketing, business administration, communications, international development, or another relevant field. • At least 3 years of clerical, support, administrative experience preferably in the area of public relations, private sector development, marketing, external relations. • Strong communications skills, verbal and written. • Fluency in English and Russian is required. Knowledge Kazakh language is considered as an asset. • Computer proficiency. • To be able to work effectively on multiple assignments simultaneously and adapt to changing demands and circumstances. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. • Payment upon completion of each deliverable according to schedule. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
