The Regional Health Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide project management for the Regional Office coordination of immunization portfolio including COVID-19 vaccine deployment, across the teams in the regional office as well as with the Country Offices.

The consultant and under the overall guidance of Regional Health/HIV advisor and day to day supervision of the Regional Health Specialist will provide project managerial support to the Regional Office Health team to coordinate between the teams in the Regional Office, Headquarters and with the Country Offices, particularly for those involved in immunization and COVID-19 vaccine deployment and health systems strengthening.

Work Assignment:

The consultant will assist UNICEF EAPRO in one or more of the following manners:

Under the general guidance of the Health Specialist immunization in Health section at the EAP Regional office and coordinated with data analytic and Supply Specialist, the incumbent will:

  • Map and establish dataflows in countries covered by the regional office, especially Gavi eligible countries.
  • Assess feasibility and support the updating and implementation of systems and protocols for tracking and monitoring the stock management and distribution of vaccines and key supplies through the Government’s existing Vaccine Logistics Management and Information System (VLMIS), including operating procedures according to the country need and requirement.
  • Provide support to the Country office to collect, validate, review and analyse available monthly stock data and upload it to global databases.
  • Provide detailed feedback and follow-up with country offices
  • Consult with country focal points and partners, assess existing data quality improvement plan and improved if necessary with clear targets, directly support the plan’s implementation, and track progress.
  • Assess feasibility and support where feasible the potential integration of iDash and Thrive360 and its deployment in-country offices, based on country context and requirement.
  • Map of where the work is already ongoing, collaborate with T4D or the relevant team on current in-country digital solutions (eLMIS, HMIS, SBCC), including the availability of track & trace policies and verification solutions.
  • In collaboration with Digital Health Specialist and T4D or relevant team, provide technical support to country offices to strengthen eLMIS/DHIS2 deployment/expansion with the possibility for deployment to the country office.
  • Organise capacity development workshops and provide remote on-the-job support to Country Office, with the possibility of deployment to the COs.
  • Conduct in-depth data analysis to identify areas with higher number of un/under immunised/zero-dose children for targeted technical assistance (conflict-affected, hard-to-reach, urban poor etc.).
  • Map or create monitoring mechanisms to highlight stock management issues at all supply chain levels and provide regular feedback to the country’s focal points working with NLWGs/EOCs.
  • Produce infographics, presentations and other visual information products to strengthen data-driven planning and decision making at regional offices, across partners and country offices.
  • Any other relevant activities in consultation and discussion with the supervisor(s)

Deliverables

  • Map dataflows and existing stock management systems and their geographic reach in countries covered by the regional office.
  • Support the identification of pilot country(ies) for the deployment of vaccine inventory tools up to third level cold stores and select service delivery points.
  • Working with country office and regional health and supply unit to collect, compile, analyze and share vaccine stock and consumption data.
  • Develop data quantity and quality improvement plans with country offices and track progress.
  • Working with T4D - data analytic Produce infographics, one-pager(s), deep-dive analytics and other visual information products to inform planning and decision making.
  • Identify low-performing countries (reporting rates and quality) and recommend targeted technical support.
  • Coordinating with the Programme Group of health in Headquarters to support the integration of iDash and Thrive360 in at least one country in the region if applicable
  • Organize online and on-the-job capacity development activities.
  • Strengthen feedback loops between regional and country offices and promote cross-learning of best stock management practices in the region.
  • Together with Digital Health Specialist – provide support for strengthening Country offices e-LMIS.

Work Schedule:

The concerned consultant is expected to work remotely for full time, with travel to RO or needed CO as needs arise and situation permits.

End Product(s):

The consultant is required to

  1. Develop a planner and update it regularly, and submit it by the end of each month / by the end of the contract
  2. Submit a bi-weekly one-page summary report (with daily activity record attached)
  3. Provide online debriefing to RO by the end of each country consultation
  4. Provide progress report according to the deliverable

Duration of Contract: 1 January 2022 – 15 December 2022; 11.5 months

Working Location and Official Travel:

The consultant will work from own premise with possible travel to countries in the region (depend on travel restrictions).

To qualify as an advocate for every child you will have…

  1. Post graduate degree in public health/ information management, supply and logistic engineering or related sciences;
  2. At least 5-year experience in public health/supply and logistic and Information management and 3-year experience with immunisation programme, and demonstrated expertise in resource-limited environments;
  3. Have strong experience in supporting the roll-out of vaccine management information or other health information management at the country level
  4. Detailed knowledge of WHO/UNICEF recommended vaccine management practices and vaccine management assessment tools;
  5. Strong interpersonal communication and writing skills, leading/training a group of individuals and impart knowledge. Skills in adult training methodology are strongly preferred.
  6. Experience in the EAP region and familiarity with East Asia and Pacific countries context is an asset
