  1. General Background of Project or Assignment:

    Asylum and migration management have been relevant topics for many years and became increasingly important with the arrival of high number of refugees and migrants since 2015. Serbian authorities responsible for asylum and migration have intensified their work on finding solutions for the different challenges facing these different groups. Serbia managed to assist more than 1.5 million people who have arrived in Serbia since the 2015. In 2023, more than 100,000 asylum-seekers, refugees and migrants newly arrived in asylum and reception centres in Serbia. The top five nationalities in 2023 were: Afghanistan (36.28%), Syria (31.53%), Morocco (19.10%), Pakistan (3.98%) and Iraq (1.08%). The population consists predominantly of men who travel alone (88.44%), while families constitute 10%, women mainly come as family members (1,91%) and unaccompanied children (3%). Through the UNHCR profiling of arrivals, it is observed that 52% of the arrivals in 2023 stated that they had fled their country of origin due to armed conflict and flight from harm. The Republic of Serbia hosts 194,171 IDPs from Kosovo* . According to the 2018 research Situation and Needs of Internally Displaced Persons in Serbia, 68,500 of them are assessed as having displacement related needs and still in need of durable solutions. 10.5% of the entire internally displaced population are extremely vulnerable Roma IDPs who are particularly susceptible to migration, both within the Western Balkan region and outside it, towards the countries of the European Union from where they are often returned in accordance with the Readmission Agreement. These additional migratory experiences make internally displaced Roma even more vulnerable and make it difficult for them to access rights and achieve durable solutions. Serbian Commissioner for Refugees and Migration (SCRM), is a Government Agency established by the Law on Refugees (1992) for tasks related to the care, return and integration of refugees from the region. With the adoption of the 2008 Law on Asylum as well as 2012 Law on Migration Management, Commissioner for Refugees becomes a reception authority managing asylum centres tasks and its mandate expands also to include: proposing to the Government goals and priorities of migration policy; monitoring the implementation of migration policy; collecting and disseminating data relevant to the development of strategic documents in the field of migration management and asylum, proposing to the Government measures relevant for integration of persons accorded international protection. Finally, SCRM is responsible for training of staff engaged in activities relevant to migration management and ensuring the availability of important information on mixed migration. ` Migration policy makers’ capacities for collection, analysis and use of migration data need to be strengthened. To develop responsive and relevant gender inclusive and child-sensitive, and disability sensitive evidence-based migration policies, decision makers (primarily SCRM and local migration councils) need reliable, comparable, disaggregated by age and gender, and timely data. Within the project Promoting Evidence-based Migration Governance for Maximizing Development Potential of Migration supported by Migration Multi donor trust fund, project partners including UNHCR aim at supporting the systematic collection of relevant data (including statistics, trends and data on implementation of migration). Project also aims at strengthening SCRM data processing and analysis function to become a migration data hub and to provide regular quality and reliable data enabling better monitoring of ongoing and creation of new policies at local level. Thus, local migration policy planners will be further enabled to systematically collect sufficiently disaggregated data on migration trends and better use this data to inform policies. * This designation is without prejudice to positions on status and is in line with UNSC 1244 and the ICJ Opinion on the Kosovo Declaration of Independence.

Overall Purpose and Scope of Assignment: Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan:

    Within the project Promoting Evidence-based Migration Governance for Maximizing Development Potential of Migration supported by Migration Multi donor trust fund, UNHCR will implement activities to enable SCRM to collect and analyse information on refugees, asylum seekers, IDPs and persons at risk of statelessness in coordination with the relevant government institutions and in line with the relevant legal framework through hiring and seconding staff to SCRM. Under the direct supervision of UNHCR Protection Associate and in consultation with the SCRM senior management, the Individual Contractor will be responsible for:

• Providing support to SCRM in collecting data in the field of migration management from global and national sources, their processing and analysis

• Providing support to SCRM in establishing a national system for data collection and analysis

• Providing support to SCRM in the development of the methodology of the Migration Profile of the Republic of Serbia and other relevant documents and reports in the field of migration

• Providing support to SCRM in the development of data collection methodology for SDG/GCM/GCR reporting, using data at the level of the entire country and in accordance with legal provisions

• Cooperating with other relevant officials engaged through the project, responsible for ensuring that the process of data collection, analysis and reporting, structures and products are in accordance with the application of postulates on gender sensitivity, children and age

• Conducting desk analysis and consultative processes to identify migration and development topics of global and national migration policies

• Preparing of cross-section reports, identifying deficiencies in the delivery of results and informing supervisors about the same

• Sharing summary analytical progress reports at regular time intervals and presentation of key performance indicators, maps and narrative reports based on various data and specific research

Qualification and experience required (degree required, years of work experience, field of expertise, language required): • Degree in the field of International Law/Political Science/Demography or another relevant field desirable • 2 years relevant experience with High School Diploma or 1 year relevant work experience with Bachelor or equivalent or higher in the relevant area • Excellent knowledge of migration management legal and policy framework in Serbia. • Knowledge of Serbian and English language.
