Result of Service

All of the outputs specified above delivered by the individual contractor should meet the satisfaction of UNODC (GLO.ACT Project Coordinator, GLO.ACT Legal and Policy Officer or the Communications and Stakeholder Engagement Expert), according to the following indicators: (i) Continued support provided to the day-to-day management of GLO.ACT, as evidenced through written communication of project task status reports; (ii) Number of GLO.ACT activities at country level supported and quality of support provided; progress made on workplans implementation; follow-up actions identified, monitored and tracked, as evidenced in written communications of project task status reports; (iii) Number of meetings, side events and panel discussions, as necessary, supported and quality of support provided (online or in-person); (iv) Number of written outputs produced and quality of input; (v) Number and quality of video materials produced or supported; increase of utilization of project management tools by project staff; increase in utilization of project monitoring and evaluation tools by project staff; increased yield and accuracy of project data collected from project staff; (vi) Number and quality of project management support activities undertaken, including providing logistical/operational support to project activities;

Duties and Responsibilities

  1. Background of the assignment: The Global Action to Prevent and Address Trafficking in Persons and the Smuggling of Migrants (GLO.ACT) is a joint initiative by the European Union (EU) and the United Nations Office on Drugs and Crime (UNODC). This position is located in the United Nations Office on Drugs and Crime (UNODC), Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), in Vienna, Austria. The individual contractor will work with the Global Action to Prevent and Address Trafficking in Persons and the Smuggling of Migrants (GLO.ACT) team, under the direct supervision of the GLO.ACT Legal and Policy Officer and the overall substantive guidance of the GLO.ACT Project Coordinator and the Chief of the Trafficking and Migrant Smuggling Section of the Organized Crime and Illicit Trafficking Branch. UNODC is looking for an Individual Contractor to support the day to day management and implementation of the GLO.ACT project, with a specific focus on monitoring, evaluation and learning (MEL). 2. Purpose of the assignment: The purpose of the assignment is to support the GLO.ACT project team in the implementation of its regional and country workplans by supporting the GLO.ACT management team with policy drafting and research. The Individual Contractor is required to contribute and participate in project coordination meetings, the preparation of progress reports, drafting policy documents and communication outputs and in supporting showcasing project results, lessons learned and good practices. 3. Specific tasks to be performed by the individual contractor: The assignment will be carried out under the overall guidance and direct supervision of the Legal and Policy Officer of GLO.ACT and designated HTMSS senior staff, the Individual Contractor will perform the following specific tasks: • Support the implementation of GLO.ACT, with a focus on substantive policy input for the formulation, implementation and assessment of project activities, collect and compile relevant background data and information; undertake desk research and support assessment missions; • Liaise with partner countries and other donor entities on resource mobilization; cooperate and coordinate closely with the UNODC field offices and the experts placed in the field under the framework of GLO.ACT on implementation arrangements, potential partners and detailed specification for project activities; • Support the development and finalization of a variety of written outputs, such as technical publications, concept notes, background papers, event reports, briefings, presentations and GLO.ACT Outcome Monitoring Tool, including drafting, editing and reviewing such outputs; • Contribute to the preparation of progress reports on the GLO.ACT showcasing project results, document the project lessons learned, and good practices identified by the GLO.ACT Team and partner countries; • Contribute to a series of regional and national workshops (online), such as the GLO.ACT Women’s Network workshops; side events, and expert group meetings: provide administrative and substantive support to the workshops; draft pre-and post-surveys/questionaries, workshop reports and other written outputs; • Contribute to the monitoring and evaluation output requirements for GLO.ACT internally and for the donor; • Contribute to GLO.ACT's communication outputs (write web articles, resources, newsletters, media engagements points, etc.). 4. Expected tangible and measurable output(s)/deliverable(s): The individual contractor will contribute to the following outputs: • Assist in the development of the Country Report on Tajikistan, including the legal review and capacity assessments, including through research, drafting and cite checking; • Assist in the amendment of the Country Report of Iraq, including the legal review and capacity assessments, including through research, drafting and cite checking; • Assist in the amendment of the Country Report of Afghanistan, including the legal review and capacity assessments, including through research, drafting and cite checking; • Assist in the amendment of the Country Report of Pakistan, including the legal review and capacity assessments, including through research, drafting and cite checking; • Assist in the finalization of the Bench Book for the Judiciary of Bangladesh on Effective Criminal Justice Responses to Human Trafficking Cases and the Sentencing Guidelines; • Contribute to GLO.ACT’s facilitation of bilateral meetings between the Governments of Bangladesh and Libya to enhance mutual legal assistance; • Contribute to the finalization of GLO.ACT Asia and the Middle East (2018-2023) final report showcasing project results, document the project lessons learned, and good practices identified by the GLO.ACT Team and partner countries; • Contribute to GLO.ACT’s involvement with the 33rd session of the Commission on Crime Prevention and Criminal Justice (Vienna, 13-17 May 2024), including through supporting the organization of HTMSS side event and attending sessions relevant to trafficking in persons and migrant smuggling; • Contribute to GLO.ACT’s involvement with the Expert Group Meeting on Islamic Law and Trafficking in Persons (July 2024), including through inputs to background documents, facilitating experts’ participation, and drafting the web story; • Contribute to GLO.ACT’s involvement with the 14th session of the Working Group on Trafficking in Persons (Vienna, 8-9 July 2024), including through preparing inputs to background documents, facilitating experts’ participation, and any follow-up support required; • Assist in the organization and delivery of GLO.ACT training workshops, including through preparing background documents (concept note, agenda, list of participants, pre- and post-surveys etc.), coordinating with relevant internal and external stakeholders, and drafting the workshop report, web story and other relevant written outputs; • Support the organization of the GLO.ACT Women’s Network (WN) workshops: provide administrative support to the workshops, draft pre-and post-surveys/questionaries, updating of KNOWTS WN spaces, workshop report and other written outputs; • Assist in preparing and coordinating the GLO.ACT Women’s Network Annual General Meeting and other exchange meetings: provide administrative support to the development of a concept note, agenda, presentations, and other documents as required; • Contribute to the development of the GLO.ACT Country and Regional Overviews showcasing results, lessons learned, and good practices identified; • Contribute to the organization of the GLO.ACT Project Steering Committee (PSC) meeting with the EU: liaise with the GLO.ACT Team in the preparation of presentation materials and- and post-meeting reports and possible follow up actions; • Review the GLO.ACT list of activities to compile and draft monthly DTA updates; • Contribute to GLO.ACT's communication outputs (write web articles, resources, newsletters, media engagements points, etc.).

Qualifications/special skills

Education: High school diploma or equivalent is required. Experience: • A minimum of 1 year of relevant professional experience in project management, international cooperation, research, monitoring, and evaluation is required • Experience in the usage of social media tools and understanding of the print and audio-visual media is desirable; • Experience on the implementation of programmes or projects to prevent and combat trafficking in persons and smuggling of migrants is desirable; • Experience working for the United Nations or other international organizations on the implementation of technical cooperation is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage.
