Result of Service Administrative, finance and legal support provided to the Energy Branch Finance and Administrative team to enable the successful execution of the 2022 year end activity and delivery of International Methane Emissions Observatory (IMEO) activities.

Duties and Responsibilities The assistance of the individual contractor is required to provide clerical support to the Energy Administrative Team (both Program and Finance assistants) in coping with the daily workload during the 2022 year end activity. An Individual Contractor is requested to provide support in the preparation of legal agreements including PCAs & SSFAs, donor agreements, TORs for UNON procurement, working with the Project Managers and implementing partners. Validating expenditure statements and, reviewing progress reports.

Under the general supervision of the Energy and Climate Branch Administrative Officer, the IC will provide support to the Branch’s Finance Team and IMEO Methane Science Study Project Manager in the following tasks:

  • Preparation and tracking of legal and donor agreements, liaising with IMEO Methane Science Study Project Manager and with implementing partners to o negotiate legal agreements with IPs, o develop technical Terms of Reference and associate budget o support due diligence process o liaise with the Corporate Services Division in case deviations from standard templates are needed o track the management of the contracts and of the Science Study budget and support the preparation of reports as per donor requirements o periodically review status of relevant expenditures and compares with approved budget.

  • Preparation, enrollment and revision of all financial commitment obligations for legal instruments;

  • Assisting with the issuing of payments, monitoring and recording expenditures from executing partners against budget allocations;
  • Assisting with the validation and keying of expenditure reports;
  • Assisting with UNON procurement process to contract for-profit institutions to take measurement studies
  • Maintenance of the branch database, for all legal instruments;
  • Assistance in maintaining and keeping up-to date electronic and hard-copy files for all contracts and Projects;
  • Working with mass data dumps, knowledge of excel/pivot tables needed;
  • Any other administrative related duties as required such as organizing meetings and preparing draft minutes.

    Qualifications/special skills The individual contractor should have knowledge and previous experience on the following aspects:

  • Administration of financial documents and contracts. Background in finance an asset.
  • Excellent computer skills using Excel, MS Office Suite and IBM Lotus Notes.
  • Excellent organizational skills and attention to detail; ability to work as part of a team in a fast-paced environment.
