Purpose of Activity/Assignment

The purpose of this Assignment is to support Country office (CO) in scaling up partnerships with private sector (businesses and individual givers) to mobilize resource for the better results for children in Kazakhstan. The assignment would cover three main aspects: on fundraising activities with private sector, operating of the Business Advisory Council and facilitating digital fundraising. An individual consultant is needed to support CO’s efforts with resource mobilization through digital fundraising among individual givers and build partnerships with businesses within UNICEF Business Advisory Council (BAC) and beyond for financial and non-financial shared-value collaborations.

Scope of Work In Kazakhstan, the Country Office Partnership and Resource Mobilization (PRM) Strategy provides a framework for more systematic and purposeful approach to partnerships development and collaboration, ensuring aligned, and sustainable shared-value partnerships to facilitate the leveraging of resources, expertise and for fundraising for UNICEF Kazakhstan Country Programme 2021-2025. The overall vision of the Country Programme is that all boys and girls, from early childhood to adolescence, including the most vulnerable, grow up healthy and resilient, have the skills and knowledge to prepare them for adult life as citizens in twenty-first century Kazakhstan, and are protected from violence, abuse, neglect and abject poverty. The current UNICEF Country Programme with the Government of Kazakhstan for 2021-2025 is built on three pillars: • Outcome 1: Every child grows up healthy, well-nourished and safely. The long-term vision of change is that by 2025, children and adolescents grow up healthy, thrive and build their resilience by benefiting from increased access to quality health and nutrition services and a safe and clean environment. • Outcome 2: Every child is educated, skilled and resilient. The long-term vision of change is that by 2025, more children and adolescents, particularly the most vulnerable, are equipped with skills and knowledge to be healthy, resilient and ready for adult life. • Outcome 3: Every child has an equitable chance in life and is protected. The long-term vision of change is that by 2025, girls and boys, especially the most vulnerable, are protected from all forms of violence, abuse, neglect and abject poverty, and benefit from integrated social protection and welfare services. The position is with UNICEF Kazakhstan country office, for more information please visit the website: https://www.unicef.org/kazakhstan/en/what-we-do Under the direct supervision of the Partnerships Officer, the Consultant will support the implementation of the Country office’s Partnership and Resource Mobilization strategy. More specifically, the consultant will have the main following tasks:

Fundraising and Coordination

• Provide technical support to scaling up digital fundraising among individual givers, in close liaison with Virtual hub and UNICEF Kazakhstan team. This includes support to coordination between Virtual Hubs, partnership and programme teams • The design, planning and implementation of digital fundraising activities in line with programmatic needs, trends and UNICEF policies and procedures; • The marketing and development of digital assets for the campaigns; • Identification of ways to improve the partner journey and the individual giving experience; • Identification and operationalization of the most suitable digital fundraising mechanisms to engage individual donors; • Collecting information and analyzing trends and similar campaigns in other UNICEF country offices and by other organizations in Kazakhstan.

UNICEF Business Advisory Council

• Provide technical support for the development and scaling up of opportunities within UNICEF Business Advisory Council, including through the BAC meetings, the co-creation, leveraging and/or establishment of formalized partnerships for results for children; • Support the Coordination and operationalization of the BAC working groups on nutrition, on online safety and climate change.

Fundraising with the private sector

• Provide technical support to the preparation and organization of the UNICEF Gala dinner jointly with Rixos Borovoe • Support the development of the cause-related marketing with local companies to generate revenue for UNICEF; • Identify and support new opportunities for fundraising with business, in line with programme fundraising needs, including with the development of briefs, 1/2 pagers, proposals

To qualify as an advocate for every child you will have… • A university degree in public relations, international relations, marketing, business administration, communications, international development, or another relevant field. • At least 3 years of experience in the area of public relations, private sector development, marketing, external relations. • Strong communications skills, verbal and written. • Fluency in English and Russian is required. Knowledge Kazakh language is considered as an asset. • Computer proficiency. To be able to work effectively on multiple assignments simultaneously and adapt to changing demands and circumstances. • Knowledge of child rights agenda and policies in the country is required • Previous work experience with international and/or UN agencies will be an asset • Technical competencies: - Building and maintaining partnerships and fundraising - Administration and clerk supporting in the area of public relations, private sector development, marketing, external relations - Simultaneous working on multiple assignments - Adaptation to changing demands and circumstances

Evaluation Criteria

Technical evaluation 75 points (sub-criteria, total = 100 scores)

35 scores Experience in the fundraising: the candidate should be aware of the donor community in Kazakhstan; have experience in working in international organizations and mobilizing resources, building partnerships, demonstrating a thorough understanding of child rights. He/she should have strong writing skills both in English and Russian, be aware of the donor opportunities;

35 scores Experience in developing proposals, plans, pitches: The candidate should have experience in participating in the development/implementation of data or action plans and strategies based on evaluation/self-assessment results and other data sources. He/she should have the skills to prioritise, set goals and participate in developing proposals/policies in accordance with the highest standards of quality and accountability

30 scores Strong communication and interpersonal skills to build partnerships, work with different stakeholders (businesses, government stakeholders, donor community) and skills for organise high-level events

Financial proposal 25 points

Financial Proposal candidates must submit a financial proposal for the whole assignment based on these Terms of Reference. The financial proposal should clearly state the cost of the services for each Deliverables/Outputs. The financial proposal that provides the best value for money, meaning the lowest financial proposal, will receive the highest score during assessment. This is the main principle because saved funds will be directed towards other activities to aid children in Kazakhstan. Only financial proposals that fully cover all deliverables outlined in the terms of reference will be considered.

Remarks: • UNICEF will only make milestone payment based on achievement of specific deliverables. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other form of taxes. • All submissions should be in English languages in electronic version (Word, Excel, Power Point, SPSS, tabulations etc.). • Completion of the UN/UNICEF mandatory trainings is obligatory upon commencement of the contract. • Only shortlisted candidates will be contacted and advance to the next stage of the selection process. • All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future. • The Individual contractor or Consultant will perform his/her duties in line with UNICEF standards and procedures. • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. • Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
