1. JUSTIFICATION AND PURPOSE OF THE ASSIGNMENT

During the drafting of the HIV Concept Note for the new grant implementation cycle 2021 – 2023, it became clear that there were weaknesses in the current counselling and testing, including a lack of focus on counselling skills in the training curricula which was developed in 2017. In addition, there is no simple guidance to support counsellors in Somalia and Somaliland, only a 78-page Somalia HIV Testing and Counselling Policy developed in 2017.

There is a need to revise and update the training curricula/ppt’s and to develop clear and simple step by step guidelines for providing HTC in differentiated service contexts.

2. METHODOLOGY

Conduct Desk Review:

  • Conduct a review of global counselling guidelines and training curricula including WHO, and UNAIDS;
  • Conduct a review of other country HTC guidelines and training curricula examples including examples from concentrated epidemics and Muslim contexts;
  • Review the current HTC Policy and pull out any relevant information for guidelines;

Conduct Interviews:

  • Conduct interviews with MoH, WHO and other stakeholders who have both conducted the training and who have undergone the training to understand what has worked and what the gaps are;
  • Conduct interviews with counsellors to understand what they need in guidelines;

Drafting:

  • Draft simple step by step guidelines for providing HTC in differentiated service contexts;
  • Revise HTC training curricula

4. MANAGEMENT

The consultant will be supervised by the HIV/RSSH Programme Manager in UNICEF. 5. TIMEFRAME

The consultancy will be for a period of 20 days within a 6-week period.

6. CONDITIONS OF WORK

  • An agreed work plan to be developed at the beginning of the consultancy.
  • The assignment will not exceed 20 working days. The consultant will be expected to commit him/herself to undertake the assignment on agreed dates. This is a task-based assignment and the consultant shall be expected to confirm availability within the agreed time frame.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant. For international consultants outside the duty station, signed contracts must be sent by fax or e-mail.
  • Signed contract copy or written agreement must be received by the office before Travel Authorization is issued. No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station. UNICEF will buy the tickets of the consultant.
  • The consultant should provide their own working tools (e.g. laptop) to complete this assignment.

7. EXIT AND PENALTY PROVISION

This contract may be terminated by either party before the expiry date of the contract by giving notice in writing to the other party. The period of notice shall be 14 days; provided however that in the event of termination on the grounds of misconduct by the staff, UNICEF shall be entitled to terminate the contract without notice.

To qualify as an advocate for every child you will have…

  • Advanced Degree in Public Health, Social Sciences or related Technical field preferred OR Medical degree or Diploma in combination with qualifying experience of over 7 years may be accepted in lieu of degree.
  • At least 7 years of relevant professional experience including at least 3 years working with HIV and at-risk or PLHIV communities and at least 4 years working on evaluations and assessments.
  • Demonstrated cross-cultural work experience and working on HIV in concentrated or low prevalence epidemics is an added asset
  • Fluency in English with outstanding facilitation and communication skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
