UNICEF and WHO in June 2020 launched the Hand Hygiene for All global initiative (HH4A). This effort has mobilized global partners including the World Bank, UNHCR, ILO, the World Economic Forum, UK Government, WaterAid, IFRC, Civil Society, and others to join forces to accelerate hand hygiene for all at home, school, health care facilities, workplaces, markets, transportation hubs, and all other public spaces. The development of country-specific roadmaps to achieving HH4A is fundamental to providing guidance and focus for all actors involved in water, sanitation, and hygiene (WASH) interventions to contribute to the collective realization of HH4A in each country. In Nigeria, UNICEF and WHO have been asked to lead the process with UNICEF charged with the lead Agency role. The individual contractor will assist the WASH Section by engaging with individual organizations and agencies in Nigeria involved in WASH interventions to collect information on the respective organization’s current hand hygiene activities, how they imagine it should be, and how much such re-imagined actions would cost. The individual Contractor would be expected to collate and analyze this information and produce a draft Nigeria Roadmap to HH4A. The Individual Contractor would also, with the support of UNICEF facilitate a stakeholder meeting to ratify the draft roadmap into a finalized version.

How can you make a difference?

The main purpose of this assignment is to provide support to the UNICEF WASH Section in Abuja in the collection and collation of inputs from known actors in the Nigerian WASH sector for the preparation of the Nigeria Roadmap to Hand Hygiene for All. The individual contractor will be based in the UNICEF Nigeria Country Office, Abuja, and will work closely with the Sanitation and Water Quality Department of the Federal Ministry of Water Resources, National Task Group on Sanitation as well as UNICEF National and Field Office colleagues. The tasks will involve visits to various organizations and agencies within and outside Abuja, telephone and virtual conferencing. The duration of the contract will be two months.

• Produce a detailed work plan for the consultancy, undertake desk review to appraise self on the current status, call for organizational and agency-specific roadmap to be submitted on a template to be shared by the contractor to all organizations and agencies involved. Submits an inception report
• Engagement with respective organizations and agencies on their roadmaps to HH4A and collection of the organizational version of the roadmaps
• Collate and analyze the roadmaps to produce a common draft that represents the previous, current and re-imagined actions complete with the budget (estimated cost) of all the organizations and agencies consulted aimed at realizing HH4A in Nigeria.
• Discuss this collated draft roadmap with UNICEF and WHO to assess the completeness or otherwise of the draft, UNICEF and WHO make inputs to the document.
• Finalizes the draft and schedules a stakeholder meeting for presentation to the contributors.
• Facilitate stakeholder meeting to present the revised draft for comments and ratification to have a final draft of the Roadmap
• Finalize the Roadmap and submit three hard copies and the electronic copy
• Produce Final report.

To qualify as an advocate for every child you will have…

• An advanced University degree in Public Health, Social Sciences, Development Studies, or related technical field.
• Five years of relevant experience in any of the above fields.
• Good communications and writing skills in English.
• Experience in facilitating inter-agency visioning and work planning.
• Excellent presentation skills, both in terms of written and oral communication
• Willingness to travel to rural and semi-urban areas of the country
• Ability to work in a multi-cultural environment

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
