Purpose and Objective:

Overall Evaluation Objective:

To ascertain outcomes and impact of the project measured against its original aim, objectives and outputs in terms of quality, relevance, replicability and impact.

Evaluation Specifically assess the following:

a. Programming

• Assess the extent and way the intervention strengthened government of Mozambique in promoting the rights of children affected by VAC including child trafficking.

• Identify most significant success and challenges to achieving set project objectives, and how these can and have been dealt with.

• To what extent was the intervention properly designed taking into account the economic, social, political and developmental context the project operated within.
• Exclusions – the evaluation will not interview direct beneficiaries including children and their families and will focus on only two districts per province.
• Consider relevant cross-cutting themes including (a) rights-based approach (RBA); (b) protection mainstreaming; (c) disability inclusion; (d) gender mainstreaming; (e) environmental sensitivity and sustainability; and (f) accountability to affected populations (AAP).

b. Lessons Learnt, Replicability and scalability

• Identify and document pilot intervention lessons learnt, good practices, strategies as well as innovative approaches in achieving the set objectives of the pilot.

• To what extent the intervention resulted in a better functioning RG, i.e. did children affected by VAC get the services that they needed and through the coordinative effort of the RGs.

• Identify gaps and potential areas to be focused on in future activities.

• Come up with recommendations for replication and potential up scaling of the pilot intervention.

• Examine to what extent the pilot intervention achieved results may continue after external support is no longer available.
• Consider proposal for the feasibility of an exit strategy and handover of the Reference groups initiative to government of Mozambique

c. Efficiency

• Assess the extent to which intervention resources were deployed efficiently vis a vis expected results.
• Where the objectives achieved and if so was the achievement of these objectives done as cost effectively as possible.

1. Methodology and Technical Approach:

This evaluation is expected to employ several data collection tools, the use of Focus Group Discussions (FGDs), key informant interviews and background literature review. One mean of the evaluation will be measuring the number of violence against children and child trafficking cases successfully prosecuted through the support of the Reference Groups and another mean will be qualitative and quantitative analysis of the Reference groups business process flow and impact of the institutional capacity building conducted. The institutional capacity building assessment includes assessing the utilization and impact of the revised Reference Groups Standard Operating Procedures. The suggested set of working tools/mechanisms may be used including, but not limited to the following:

Review of Background materials

• Review pilot intervention literature; proposal, training materials, SOPs, assessment reports and other related reports.
• The logical framework submitted to the UNICEF (indicators, means of verification, assumptions).
• Qualitative and quantitative examination of materials produced as wells as founding documents for the Reference groups.
• Evaluation forms submitted by participants in the various meetings/events.
• Project monitoring reports between IOM and UNICEF at national level.
• Other relevant documents deemed necessary for the execution of this assignment.

The field-based research should also include, but not limited to the following:

• Interviews with key stakeholders including members of the reference groups at all levels.
• In-depth qualitative Interviews with Government of Mozambique (including PGR and members of the reference Groups), UNICEF and IOM staff involved in the programme implementation.
• Visit of pilot intervention districts (at least 2 districts per the following provinces Manica, Sofala, Nampula and Zambezia) interview RG members and assess impact of the intervention.
• Other field-based research techniques as proposed by the evaluation entity, including small-sample surveys, etc.
• Analysis of quarterly financial and narrative reports submitted to IOM at sub national level.
• In terms of ethics, norms and standards for evaluation, the evaluation will abide by norms, standards and ethical guidelines of the UN Evaluation Group

UNICEF and IOM in Maputo will provide necessary internal documentation, including activity and project reports, procurement and work plans, specific agreements and donor review reports. The external evaluator will also be required to make reference to any other external documentation which is appropriate for the study.

2. Activities and Tasks:

Upon selection of the relevant evaluating team, a briefing will be held at UNICEF offices. This briefing will clarify the interpretation of the assignment as well as the practicalities and logistical arrangements for the evaluation. Subsequent phases of the evaluation are detailed below:

Evaluation Report in both Portuguese and English: (Two bound copies and two electronic copies within 7 days after completion of the assignment). The report should contain the following among other issues:

• An Executive summary
• Key Findings
• Recommendations
• Clear recommendations to guide future activities
• Visual aids such as graphs, table and photographs
• Two power point presentations on the findings of the evaluation one in English and one in Portuguese.
• Facilitate a debriefing meeting with UNICEF, IOM and Government of Mozambique, to present the observations, findings and recommendations of the evaluation.
• One Half day debriefing meeting for evaluation users

1. Deliverables and Payments****:

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the respective section chief.

To qualify as an advocate for every child you will have…

Academic qualifications:

A post-graduate degree in Social Sciences, law or related field

Work experience:

At least 5 years of relevant work experience in Child Rights

Specific knowledge, competencies, and skills required:

Solid understanding of legal system in Mozambique

Strong child Protection/ Child Rights background

Proven Experience in undertaking evaluations

Language skills:

Working knowledge of English and fluency in Portuguese are a must

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
