How can you make a difference?

  1. JUSTIFICATION AND PURPOSE OF THE ASSIGNMENT

Clinical Mentoring is included in the new grant cycle 2021 – 2023 under the Malaria/RSSH grant. It is important to understand the key aspects of the programme implementation to date before initiation of the new grant from 1st January 2021:

Key areas of investigation are:

  • Was the training relevant and if upon roll out gaps were noted, what were they?
  • What was the impact from the perspective of the mentees?
  • What was the impact of C19 on the roll out – what needs to be considered in the roll out in the next grant cycle?
  • How efficacious was virtual mentoring? What needs to be refined and how can limited funding in the next grant cycle be leveraged through virtual mentoring?
  • What additional infrastructure is needed to improve clinical mentoring?
  • How useful were the developed tools and feedback mechanism?
  • What was the impact on management of HIV/TB coinfections?
  • Was the proposed modality of roll out to 1st and 2nd phase hospitals relevant? What could be improved?
  1. METHODOLOGY

The primary methodology will be interviews both in the field and virtually and focus group discussions.

Prior to the evaluation process, the consultant will:

  • Conduct a literature review of the initial Concept Note and subsequent field reports as well as examples of successful clinical mentoring programmes globally.
  • Conduct key informant interviews both in the field and virtually.
  • Conduct focus group discussions at facility level.

Participatory methods of data collection should be used when discussing with beneficiaries, noting that a large number of key informants – both beneficiaries and PEs.

The above is an example of how tasks can be completed within the duration of the assignment, Consultant may adjust specific elements durations to still complete the assignment within the contract duration, as may be reflected in their workplan.

*The comprehensive evaluation report should include (but not limited to) the following:

  • Specify the results achieved by the Clinical Mentoring programme in terms of its ability to increase the skills of clinicians in advanced HIV and MDR clinical management.
  • Specify the results achieved by the Clinical Mentoring programme in terms of its ability to function virtually;
  • Identify impacts of C19 on the programme and recommendations moving forward knowing that C19 and subsequent restrictions may come and go in the next year or so;
  • Identify overall gaps in the mentoring programme;
  • Propose recommendations moving forward for implementing the planned mentorship across facilities;
  • Propose recommendations moving forward on monitoring, feedback and other job tools.

4. MANAGEMENT

The consultant will be supervised by the HIV/RSSH Programme Manager in UNICEF.

5. TIMEFRAME

The consultancy will be 24 days within a 6-week period to begin as soon as possible.

To qualify as an advocate for every child you will have…

  • Advanced Degree in Evaluation, Public Health, Social Sciences or related Technical field preferred OR Diploma/Medical degree in combination with qualifying experience of over 7 years may be accepted in lieu of degree.
  • At least 7 years of relevant professional experience including at least 3 years working with HIV and at least 4 years working on evaluations and assessments.
  • Demonstrated cross-cultural work experience and working on HIV in concentrated or low prevalence epidemics is an added asset
  • Fluency in English with outstanding facilitation and communication skills.

6. LOCATION

Somaliland, Puntland, South and Central Somalia

7. CONDITIONS OF WORK

  • An agreed work plan to be developed at the beginning of the consultancy.
  • The assignment will not exceed 20 working days. The consultant will be expected to commit him/herself to undertake the assignment on agreed dates. This is a task-based assignment and the consultant shall be expected to confirm availability within the agreed time frame.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant. For international consultants outside the duty station, signed contracts must be sent by fax or e-mail.
  • Signed contract copy or written agreement must be received by the office before Travel Authorization is issued. No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station. UNICEF will buy the tickets of the consultant.
  • The consultant should provide their own working tools (e.g. laptop) to complete this assignment.

8. EXIT AND PENALTY PROVISION

This contract may be terminated by either party before the expiry date of the contract by giving notice in writing to the other party. The period of notice shall be 14 days; provided however that in the event of termination on the grounds of misconduct by the staff, UNICEF shall be entitled to terminate the contract without notice.
