How can you make a difference?

Scope of Work: UNICEF in Somalia is seeking professional services of a civil engineer with experience in construction works, hydrology, ground water development or integrated water resource management to oversee the quality of works conducted by engineering and supervision firms/companies. The proposed consultant will support technical supervision of construction works at project sites and indicate actions to resolve issues and problems that may arise during implementation, organize meetings with contractors, Government counterparts and UNICEF and undertake performance evaluation of the contractors upon completion of the construction works.

Specifically: Climate resilient boreholes:

• Documentation and quality assurance of works carried out by engineering design and supervision firms/companies

• Closely monitor and liaise with communities, local authorities, drilling companies and UNICEF WASH personnel.

• Oversee compliance with UNICEF climate resilient approach on the developed water system.

Institutional WASH:

• The proposed individual consultancy will provide technical support in planning and programme implementation, quality assurance and monitoring implementation progress of UNICEF WASH in Schools and Health Care Facilities projects. The consultancy will also ensure satisfactory progress, alignment with contractual agreements and donor conditions, and identification of barriers and bottlenecks.

• The consultant will also work with partners to determine WASH requirements in schools and Health care facilities and in consultation with the UNICEF WASH Section Chief and WASH colleagues prioritize WASH interventions accordingly depending on available funding.

To qualify as an advocate for every child you will have…

. Advanced University degree in Civil Engineering / Engineers/Hydrogeologist, preferably Hydrogeologist with experience in construction, supervision, and management of construction projects

The bidder should have established credibility in the following areas:

• A minimum of 5 years working experience in construction areas, including supervision.

• Knowledge of field works, coupled with demonstrated work supervision, monitoring and reporting in the Somalia context

• Remote operations supervision and contract management experience.

• Excellent computer skills in word, excel and related software

• Excellent communication skills

• Fluent in English

• Knowledge of Somali language will be of added advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
