Overview

Perform financial accounting and analysis for UNICEF Procurement Services.

You have:

  • Secondary education and commercial college certificate in accounting.
  • A minimum of six (6) years of broad and successful accounting experience, preferably in an international / governmental (non-profit) organization.
  • Experience in UNICEF Procurement Services process is an added advantage.
  • Good knowledge of computerized accounting application systems and procedures and PC software, e.g. Excel, Word, Access.
  • Knowledge of SAP.
  • Ability to analyze numerical data.
  • University level courses in accounting, business or finance is desirable.
  • Fluency in English is required. Additional UN languages will be considered an asset.

Individual consultant: Accounts Assistant Procurement Services Accounting Unit, Financial Management Centre

UNICEF Supply Division, Copenhagen

Duty Station: Copenhagen/ Home based. The individual contractor is not required to be in office as the work can be performed remotely

Duration: 50% during 3 months

Anticipated Start Date: 1 April 2021

Context and Purpose of the Consultancy:

To perform the Accounts Associate function in the Procurement Services Accounting Unit, as the current Accounts Associate request to work on a 50% part-time basis instead of full time.

Key Tasks : 1. Performs financial accounting, analysis and reporting for Procurement Services (PS) project accounts for area of responsibility. Creates, reviews and maintains master data in VISION (SAP) and monitors project accounts for compliance with financial limitations, and MOU requirements.

2. Processes, reviews and analyses the accounting entries made to the project accounts in VISION (SAP), as well as account balances for propriety and accuracy and identifies and initiates required adjustments.

3. Establishes budget planning limitations in VISION (SAP). Recommends budget revisions in accordance with MOUs and UNICEF’s Financial Rules and Regulations. Schedules the issuance of Statement of Accounts and Invoices, as well as additional reports to comply with third-party reporting requirements of non-standard agreements within area of responsibility, taking into consideration project priorities.

4. Reviews outstanding balances on completed transactions and follows-up to ensure timely financial closure of project accounts.

5. Maintains and shares specialized knowledge for PS activities financed through supply financing mechanisms and provides support to internal and external project stakeholders.

6. Designs and prepares financial reports for internal management and external donors and other third parties using VISION (SAP) reports, as well as through the development of appropriate EXCEL spreadsheets or ACCESS databases

7. Executes period-end accounting procedures and reconciliations. Prepares exception and/or periodic reports, statements, schedules summaries analysis and documents work papers relating to areas of responsibility.

8. Monitors and ensures that systems and reports comply with UNICEF’s Financial Rules and Regulations, and third party requirements.

9. Performs the duties of a Subject Matter Expert (SME) for the Financial Management Centre, provides advice to staff on VISION (SAP) processes and resolves error messages noted in the processing of the VISION (SAP) transactions. Participates in the design, testing and implementation of new and revised systems relating to area of responsibility.

10. Identifies and recommends system and process improvements and authors units procedures.

11. Focused customer service and provides support to internal and external stakeholders through active participation in different forums and training of staff.

12. Performs other ad hoc tasks in related areas as required and provide back up support to colleagues within the respective unit.

Deliverables:

The individual contractor is expected to improve UNICEF’s capacity in achieving its goals through an efficient and effective performance on the following key impact areas:

• Timely and effective financial and funds management of Procurement Services (PS) transactions for area of responsibility to achieve greater partner’s satisfaction, and protection of UNICEF interest

• Strengthening of contractual compliance and reporting of PS projects, including those that deviate from the standard advance payment requirement, through specialized knowledge.

• Strengthening of monitoring, financial reporting and funds management of financial Procurement Services transactions

• Strengthening of the service level to PS partners and internal stakeholders through focused customer service

• Timely and accurate period-end reconciliation and G/L certification.

Requirements

Academic: • Secondary education and commercial college certificate in accounting.

Professional Experience: • A minimum of six (6) years of broad and successful accounting experience, preferably in an international / governmental (non-profit) organization. • Experience in UNICEF Procurement Services process is an added advantage • Good knowledge of computerized accounting application systems and procedures and PC software, e.g. Excel, Word, Access. • Knowledge of SAP • Ability to analyze numerical data.

Other Skills and Qualifications: • University level courses in accounting, business or finance is desirable.

Language Requirements:
