Purpose and Objective:

In partnership with the Mozambican government, the UNICEF country office in Mozambique supports primary education with a focus on quality education and learning outcomes in basic literacy and numeracy. These interventions are in line with the Mozambican government plans, strategies and priority actions and annually agreed with Ministry of Education and Human Development (MINEDH). The four main outputs in the Rolling Work Plan (AWP) are:

  1. Provincial and district education bodies in the four prioritized provinces are more capable of providing inclusive early learning and alternative learning opportunities;
  2. Public Schools in Targeted intervention areas offer quality primary and pre-primary education;
  3. Provincial and district education bodies in the four prioritized provinces are more capable of providing an inclusive safe and conducive learning environment in close collaboration with central authority; and
  4. Continuation of quality learning in a safe, resilient and inclusive environment is ensured for children affected by emergencies.

Under the direct supervision of Education Manager, the consultant will undertake the following tasks:

  • Support the section on Inclusive education (IE) component
  • Support the section on programme monitoring, evaluation and research area

Methodology and Technical Approach:

Inclusive Education – Mozambique made a historical step forward in 2021, that is the launching of IE strategy by the President and Minister of Education. Now that the road to implement the IE strategy was paved, it is crucial that the activities set under the strategy be rolled out without delay. For that to happen, the consultant is expected to support MINEDH to plan, implement and monitor these activities through close collaboration and communication with MINEDH. It is also important to collaborate with/advocate other (potential) partners for the rolling out of IE strategy.

Programme monitoring, evaluation and research – UNICEF Mozambique just started new country prgramme 2022-2026 in March 2022. Monitoring and evaluation of the implementation of new country programme is a key to success. The consultant will support the section (both development and emergency) through provision of technical assistance with section members and Education Managers in this area. S/he is expected to not only simply monitor the progress but also proactively suggest the better way of monitoring and evaluation so that the quality of implementation be enhanced/improved. The consultant is also expected to support the section on various research items that the section has planned during the new country programme through technical assistance on quantitative and qualitative methods so that various interventions would take into account of the research finding and policy recommendation to improve the quality of implementation.

Activities and Tasks:

  • Support the section on Inclusive education (IE) component
  • Support the section on monitoring, evaluation and research area

Inclusive Education (IE)

  • Support output 3 lead to plan, implement and monitor IE activities that UNICEF has agreed with MINEDH in RWP;
  • Provide technical support with MINEDH as required to implement the National Inclusive Education Strategy;
  • Support output 3 lead on promoting IE in the education sector;
  • Collaborate with supply sections on IE supplies to deliver assistive devices to the agreed end-user;
  • Liaise with HQs and ESARO for technical assistance and guidance;
  • Support output 3 lead on any issues related to IE;

M&E and Research

  • Support output 3 lead on section and office-wide M&E activities such as mid-year and end-year review meetings and events (ex. RAM, SMQs, COAR) under the guidance of Output 3 lead;
  • Support the section on any M&E issues, on data analysis related to education statistics and development of infographics and/or presentation
  • Function as the section’s KM focal point (ex. updating grant management sheet, be a coordinator on section’s common folders for e-files);
  • Function as section’s focal point on Research, Evaluation and Study (RES) in close collaboration with UNICEF Social Policy Section; Provide technical support to specific trainings and workshops as required; Support the team lead and the section on any relevant activities as required;
  • Provide support to NLA, POEMA-EMIS module at request.

Deliverables and Payments:

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the respective section chief.

Deliverable 1:

Delivery timeframe: End of August 2022

Deliverable/product(s): Procurement & distribution plan for assistive devices to children with disabilities; Revised modules for training teachers and school directors on inclusive education; MYR of the education programme.

Deliverable 2:

Delivery timeframe: End of September 2022

Deliverable/product(s): New manual for training teacher-trainers on inclusive education; EU proposal (inclusive education part).

Deliverable 3:

Delivery timeframe: End of October 2022

Deliverable/product(s): National Conference on Inclusive Education; Mapping of existing teaching&learning materials for CwD and needs; improved tool for tracking the performance of EiE projects.

Deliverable 4:

Delivery timeframe: End of November 2022

Deliverable/product(s): Teacher-trainers and province + district focal points trained on inclusive education

Deliverable 5:

Delivery timeframe: End of December 2022

Deliverable/product(s): Assistive devices distributed to CwD; EYR of the education programme.

Management and Supervision****:

The consultant will work in the UNICEF country office in Maputo with occasional trips to the field under the supervision of the Education Manager. The consultant will interact regularly with the UNICEF Maputo office (Education and other relevant sections) and field offices as well as counterparts (Government and other partners as required)

To qualify as an advocate for every child you will have…

  • At least five years of relevant work experience. Previous experience in M&E and programme management in developing countries is an asset;
  • At least two years of experience in Inclusive education in developing countries is an asset
  • At least five years of experience in education statistics is an asset;
  • Working experience in education sector in Mozambique is an asset.

Academic qualifications:

  • Minimum Master degree in Social science, IE, M&E, programme management or relevant social discipline, preferably education

Work experience:

    • least five years of relevant work experience. Previous experience in M&E and programme management in developing countries is an asset;
    • At least two years of experience in Inclusive education in developing countries is an asset
    • At least five years of experience in education statistics is an asset;
    • Working experience in education sector in Mozambique is an asset.

    Specific knowledge, competencies, and skills required:

    • Up to dated knowledge on inclusive education at global level and Mozambique;
    • Previous engagement in support for educational monitoring, implementation and evaluation;
    • Ability on education data management, statistical analysis skills and/or research;
    • Familiarity with the educational challenges in developing countries, particularly in Mozambique

    Language skills:

    • Portuguese (Mandatory) – Level: Fluent
    • English (Mandatory) – Level: Fluent

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
