UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy Technical assistance for development of the UNICEF Lao Country Programme Document 2022-2026 (PSN and CPMP). The duration of this assignment starting from 30th August 2020 and end by 30th May 2021. The consultant will be base in Vientiane, Lao PDR.

Summary of key functions/accountabilities:

Building on existing evidence, including the 2019 Situation Analysis (SitAn) of Women and Children Report; recommendations and observations on the State Party Reports by the Committee on the Rights of the Child and other treaty bodies and Key Results and Lessons Learned from Previous Cooperation, prior reflections as well as, the assignment involves providing strategic, support for and drafting of the Country Programme Strategy Note, the Country Programme Document, and the Country Programme Management Plan. Key actions include:

Building on existing evidence, including the 2019 Situation Analysis (SitAn) of Women and Children Report; recommendations and observations on the State Party Reports by the Committee on the Rights of the Child and other treaty bodies and Key Results and Lessons Learned from Previous Cooperation, as well as on prior reflections, the assignment involves providing strategic support for and drafting of the Country Programme Strategy Note, the Country Programme Document, and the Country Programme Management Plan.

Key actions include:

  • With the support of programme sections and Deputy Representative and PME Chief, prepare PSN, CPD, and CPMP.
  • Support the organization, facilitation and reporting of a two-day Strategic Moment of Reflection depending on travel restrictions due to COVID. Nevertheless, this can be organized with the RO as a series of webinars and conference calls.
  • Support in the preparation, organization and facilitation of the Theory of Change workshops
  • Support in coordinating the process of internal and external consultation particularly on the theory of change.
  • Support the coordination and drafting of the individual programme component Programme Strategy Notes to ensure strong RBM and adherence to the UNICEF guidelines, and to draft the Overview chapter, as well as support in the integration of Regional Office comments.
  • Draft the CPD, including the Results and Resources Framework and the Costed Evaluation Plan, in line with UNICEF guidelines; and revise the CPD to incorporate comments from Regional Office.
  • Support the coordination, facilitation and drafting of the Country Programme Management Plan in close collaboration with senior management, PME Chief and Operation Chief.

Qualifications and Experience

Individual consultants and experts from institutions should meet the following requirements:

  • Advanced degree in the social sciences (sociology, anthropology, development studies), Economics/Statistics or related fields relevant for the assignment
  • Knowledge of statistics, macroeconomic development and financing in social sector is an asset

At least 10 years of research and other relevant professional experience and demonstrated excellent experience in conducting country programming exercises.

Knowledge and Skills

  • Demonstrated ability to deliver quality reports/analysis and results in line with established deadlines
  • Proven facilitation and coordination skills and process, planning and change management skills.
  • Experience in presenting/communicating complex trends and concepts in clear, engaging language
  • In-depth knowledge of children's rights, including CRC, CEDAW and other international legal instruments the Convention on the Rights of the Child (CRC), Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), the Millennium Development Goals (MDGs) and SDGs.
  • Institutional knowledge of the UN and UNICEF, including up to date knowledge of UNICEF policies and practices in programme development
  • Knowledge of strategic planning and experience of use of Theory of Change
  • Strong analytical skills and proficiency in writing in English
  • Experience of having participated previously in a UNICEF CPD and PSN processes will be a major advantage
  • A high level of organizational and coordination skills;
  • An excellent command of the English language – both written and oral;
  • Ability to produce quality work within stipulated deadlines;
  • Highly developed communication skills;
  • Self-motivated and can work independently as well as in a team environment.

  1. Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

1. Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant's stay in Vientiane, including transportation inside the city and other costs. The travel (if involved) shall be based on the most direct and economy fare.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

  • Degree Education in Advanced degree in the social sciences (sociology, anthropology, development studies), Economics/Statistics or related fields relevant for the assignment (30 points)
  • Knowledge of In-depth knowledge of children's rights, including CRC, CEDAW and other international legal instruments the Convention on the Rights of the Child (CRC), Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), the Millennium Development Goals (MDGs) and SDGs. Institutional knowledge of the UN and UNICEF, including up to date knowledge of UNICEF policies and practices in programme development and Knowledge of strategic planning and experience of use of Theory of Change. (20 points)
  • Experience in previously developing UNICEF CPD and PSN processes and presenting/communicating complex trends and concepts in clear, engaging language (30 points)
  • Quality of past work (e.g. understanding, methodology) (20 points)

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
