The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Cabo Delgado, in northern Mozambique, has been experiencing recurrent attacks by Non- State Armed Groups since October 2017 resulting in severe humanitarian impacts. The attacks started in Mocimboa da Praia expanding gradually to eight districts. The situation deteriorated seriously in 2020 and 2021 resulting in total cumulative of 1,269 violence events and 1,722 reported fatalities, creating a displacement crisis in northern provinces of the country. In addition to the conflict situation in the northern region, Mozambique is very vulnerable to extreme weather events – just in 2023, Mozambique has been affected by tropical storms, cyclones and flooding - and a cholera outbreak, which aggravate the already dire humanitarian situation.

UNICEF Mozambique works towards the survival, protection and development of children across the country through both longer term development initiatives and emergency response to humanitarian crises. UNICEF Mozambique has a main office in Maputo, 4 field offices in the provinces of Cabo Delgado, Nampula, Sofala and Zambezia and counts with circa 280 staff members.

Objectives and Expected Results

Within the context of the emergency response and the PSEA Committee framework, the Protection from Sexual Exploitation and Abuse (PSEA) Consultant will support the PSEA Specialist in the implementation of UNICEF Mozambique’s PSEA Action Plan which focuses on scaling up and taking forward UNICEF’s prevention and response efforts to sexual exploitation and abuse.

Description of the Assignment

Tasks:

  • Implementing PSEA prevention activities across UNICEF’s sectors (WASH, health, nutrition, child protection, social protection and education);
  • Supporting the rollout of the PSEA UN Common Assessment for Implementing Partners (IPs) – UNICEF Mozambique currently has 40 active partnerships;
  • Assisting UNICEF sections in monitoring IPs risk reduction plans, implementation and ensuring conformity with the deadlines established for risk reduction;
  • Supporting capacity building of UNICEF staff, consultants, volunteers, and implementing partners and suppliers on PSEA;
  • Strengthening of complaint mechanisms at the community level, reporting, and ensuring appropriate survivor support;
  • Collaborating and coordinating with partners, field offices and UNICEF sections to ensure sensitization activities on SEA are implemented across communities and establish systems to track and monitor implementation.
  • Support knowledge management efforts on PSEA and monitoring of activities;
  • Liaising with the PSEA Network(s) and other inter-agency bodies and making contributions to inter-agency PSEA response and monitoring efforts
  • Assisting in the response to any SEA concerns that are reported and implicate UNICEF personnel or partners.

Deliverables

  • All partners rated as high or moderate risk for SEA have been reassessed with UN Common Tool.
  • Deliver annual PSEA refresher training to Field Office based UNICEF staff in Zambezia, Sofala and Nampula.
  • Monthly report on PSEA integration in new programme documents.
  • Status of Action Plan implementation at end of year.
  • Status of Action Plan implementation at end of year at Q3 PSEA Committee.
  • Report with details of PSEA integration in emergency programming across key sectors (CP, WASH, CHN, SBC); including standalone activities, HPDs review and reach data (disaggregated whenever possible) and per key PSEA indicators.
  • Monthly update reports (Main tasks performed, Update key PSEA indicators and Status update of IP PSEA assessments and risk reduction action plans implementation).

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field. Mental health and/or legal educational background/training will be considered an advantage.
  • A minimum of 5 years of professional experience in design, implementation and management of protection or GBV programming, child safeguarding, preferably with the UN and/or international NGO.
  • Experience working in humanitarian contexts.
  • Familiarity with the latest development in PSEA, inter-agency PSEA responses and humanitarian cluster systems.
  • Excellent communication skills. Proven ability to work independently under difficult conditions.
  • Excellent facilitation, training, networking and advocacy skills.
  • Professional proficiency of English and Portuguese is required (Spanish may be considered).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
