Purpose of Activity/Assignment:
Provide strategic support and coordination to the nexus between emergency response and regular programming for WASH in Zambezia province
Scope of Work:
The WASH consultant will support the management, implementation, as well as monitoring and evaluation of the WASH programme, with a strong focus on Water supply, Sanitation, WASH in Schools, WASH in Healthcare Facilities, as well as emergency response and preparedness depending on the needs at provincial level. The consultant will specifically support:
• Coordination of WASH programme activities with governmental partner at provincial level
• Coordination of the provincial WASH cluster for cholera response and Fredy recuperation
• Implementation of emergency response and recuperation activities in WASH
• Follow-up and technical assistance to the DPOP on ongoing contracts for WASH in Healthcare Facilities, WASH in schools, rural water supply and PEC
Tasks:
More specifically the consultant is expected to:
• Provide technical guidance to government and non-governmental partners, private companies, and PEC contractors to ensure implementation is completed to high standard.
• Actively monitor UNICEF-supported activities through field visits, surveys, and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
• Regularly update UNICEF country office on developments of the WASH programme and emergency response in the province and make contributions to the reporting mechanisms in place.
• Contribute to the development of sectoral progress reports for management, donors, and partners.
• Perform end-user surveys for WASH supplies and programmatic visits for UNICEF implementing partners
• Lead the cluster coordination mechanism for cholera and Fredy response, already set in Zambezia.
• Support the development and regular updates of Cholera Response Plans (including supply plans) in coordination with Health and WASH authorities and using CATI approach.
• Conduct needs assessment and produce timely reports.
• Implement and monitor UNICEF WASH response, in coordination with Health and SBC colleagues, using CATI approach.
• Identify and establish partnerships with governmental and non-governmental partners for cholera response.
• Monitor and report on the use of cholera programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
Deliverables and Payments
Payments will be processed upon acceptance of the corresponding deliverables and against an invoice that will make reference to the contract reference and deliverables number. Payments will be approved by the WASH Manager Water Supply after validation by the Chief of Field Office.

To qualify as an advocate for every child you will have…
An advanced university degree (Bachelor’s or higher).
The following fields is required: Civil engineering, hydrogeology, water engineering or another relevant technical field.
Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
Knowledge/Expertise/Skills required:
- Minimum 5 years of relevant work experience in the WASH Sector, particularly in Cholera response.
- Experience with UNICEF is an asset.
- Portuguese is mandatory.
- Fluency in written and oral English
- Integrity and respect to all stakeholders.
- Ability to perform several tasks in a timely manner with a focus on quality
- Communicate key messages effectively to different audiences: tailoring languages, tone, style, and format to match audiences; actively listens to perspectives of stakeholders and team members; interpreting messages and respond appropriately; speaking and writing clearly and efficient; and makes presentations in public with confidence.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract.
