BACKGROUND (RATIONALE AND CONTEXT): The Research & Evaluation Unit in the Planning, Research, Innovation, Monitoring and Evaluation (PRIME) is looking for a Research expert for a consultancy for a period of 132 working days (6 months); where the consultant will have a key role in providing UNICEF Lebanon Country office with useful, valid and reliable information on the situation of children's and women's rights and the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence. The role of the research officer is to work within the research team to work on a number of research and studies that are listed below. This research and studies are key elements in the production of evidence that UNICEF uses to plan and implement its activities. In addition, the consultant will also work on the Research Tracking Tool, a new initiative that aim to closely follow up on the use of the findings and recommendations of conducted research and studies; in order to track the efficiency and the effectiveness of the investments made in that field. The objectives of the Research Expert is to provide UNICEF Lebanon Country office with useful, valid and reliable information on the situation of children's and women's rights and the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

How can you make a difference?

The purpose of the consultancy is to ensure quality, effectiveness, and appropriateness of available for the program and will be accountable to maintain it. The Information Management consultant (IM) plays a vital role in collecting, cleaning, analyzing, managing and sharing information that is important for the field officers (Knowledge Management Officer, Monitoring Officer, and Local Governance Specialist ) to support evidence-based programming, such as

  • Partner Mapping/Schedule: contact details, geographic distribution, activities and dynamic of work
  • Emergency response data: COVID and RCCE related data collection, Trends analysis and vaccination analysis of the Impact platform
  • Generate reports on Partner activities by extracting, compiling, and cleaning data from Activity Info through Neuro-DB platform and share Partner’s progress vis-a-vis Log Frame.

The selected consultant/institution will work for the period of 11.5 months. The consultant is expected to be onsite.

SUPERVISOR: Working under the guidance and direction of the Field Knowledge Management Officers, the IM liaises and communicates with many different types of people. S/he presents information in a way that is easily understood by colleagues, partners, sector members, government agencies and management.

DESCRIPTION OF ASSIGNMENT: (TASKS, SMART DELIVERABLES, DEADLINES):

General:

  • Support the FO in the collection, collation, organization, and dissemination of field-related data, stemming from UNICEF program planning documents and other available resources
  • Support the Field KMO/PME in providing training and capacity buildings sessions on IM services to field colleagues, implementing partners and different stakeholders.
  • Maintain and update partners’ contact directories of partners, using Interagency contacts list and other relevant sources.
  • Assist PRIME focal point at field level and Local governance specialist in data and information during project design and implementation

Information Management and Data:

  • Support data collection for all program activities implemented by UNICEF and its implementing partners (whether governmental or non-governmental)
  • Identify secondary data and information resources that are useful for analysis like population packages and Impact Platform
  • Provide data support to the program Section’s assessments, studies, and evaluations.
  • Support UNICEF project officers in the collection, cleaning and management of data related to specific projects or studies/surveys/evaluations as per the needs of the program.
  • Support on the design and production of Municipality /Area-based profiling
  • Support on data related to the child-friendly municipality and governorates projects

Monitoring tools and processes:

  • Manage the partner monitoring field tool, that will monthly compare activities reached VS target in the Log frame, report on the finding and support further discussions with the partners and sections.
  • Support on reviewing and validating the effectiveness of information systems, platforms used by the program; and support in the roll-out of new/improved tools·
  • Support on HACT progress, analysis, and follow-up with colleagues on technical part support on RWP analysis and progress per indicators products based on reported figures.
  • Produce monthly reports on partner achievements using Neuro DB and Impact platform analysis.
  • Production of Mapping products is a plus

To qualify as an advocate for every child you will have:

  • First university degree in Public Health, Social science, Business computer, Management information system, any other related fields
  • Minimum 2 years of experience in the fields of information management, statistics and data
  • MS Office Mainly Excel, PowerPoint, intermediate level and above
  • English, Arabic
  • Power-BI, History in the statistic is a plus, Knowing Kobo Collect all are a plus
  • ArcGIS or likewise tool is a plus4.
  • Language: Fluency in English is required. Fluency in Arabic is an asset.
