Background Information - Afghanistan

Following the political events in Afghanistan in August 2021, the subsequent economic collapse has led to an unprecedented humanitarian crisis putting over 24 million people in immediate need of aid. To provide immediate short-term livelihood opportunities and deliver urgent essential services in rural and urban areas, UNOPS is working with funders to implement a large-scale community resilience program. The initiative aims to reach an estimated 1.1 million households, or 7.5 million Afghans, with livelihoods and income support. In addition, 9 million Afghans in some 6,200 rural communities and 8 cities will benefit from improved access to essential social services through strengthening the capacity of community institutions in inclusive service delivery.

Background Information - Job-specific

Under the direct supervision of the Head of Project, the ICT Specialist (Management Information System) will be responsible for setting up and maintaining an efficient Management Information System (MIS) for the project, and for linking up the project related MIS between the various Facilitating Partners (FPs) and private contractors for regular updates on the project component progress.

Functional Responsibilities

The ICT Specialist (Management Information System) will be responsible for the following tasks:

  • Work with the Head of Project and Team Leads for the Rural and Urban Components to detail out the MIS requirements to capture project data to respond to
  1. the Results Framework,
  2. implementation progress,
  3. adherence to policies and procedural frameworks, and
  4. quality assurance.
  • Ensure that information is captured and is readily available for each community about the achievement of Entry Criteria for Access (ECA) in the database.
  • Based on these requirements, design and develop an efficient web-based and decentralized database. Share the draft module with the management team, incorporate their feedback and finalize its set-up.
  • Train the team of FP data entry officers in uploading the data into the system.
  • Support the training of the monitoring personnel in the extraction of data from the system and its analysis.
  • Periodically review randomly extracted data sets, covering all data every few months, and examine actual errors or potential red flags showing up in the data review.
  • Provide the management with requested data in a speedy, efficient and accurate manner.
  • Provide responses to auditors/donors on requests for data on the project. Ensure ambiguities or any irregularities shown in the data are properly explained before dissemination.
  • Support the management team in preparing specifications for IT equipment and software, and support the procurement/admin teams in their quality checks.
  • Support the management team in establishing project office email and internet protocols and in implementing them.
  • Support the expansion of the MIS system as and when there is an expansion to the project in terms of new/ revised components, new/ revised sub-programs, or follow-on phases.

Education/Experience/Language requirements

Education

  • A first-level university degree (e.g. Bachelor) in Information Technology, Computer Sciences, Programming, or equivalent, is required.

Work Experience

  • A minimum of 5 years of experience in mid-level to senior positions in MIS design, set-up, management of development projects is required.
  • Knowledge of UN systems, policies, norms for IT/ICT/database management is valued.
  • Understanding and experience with designing large and complex database systems, including linking existing stand-alone systems with each other is desirable.
  • Excellent skills in creating and/or adapting databases for large development projects with multiple components is an asset.
  • Working fluency in virtual conferencing apps is an asset.

Languages

  • Fluency (oral and written) in English is required.
  • Pashto and Dari languages are desired.
