The overall strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

Service Now (in UNICEF branded as Service Gateway) is UNICEF’s enterprise service and case management tool, providing a client-focused environment for requesting services and reporting faults. Its implementation has brought measurability and visibility into service operations and enabled the establishment of service level agreements between service entities such as Financial and Administrative Management, Human Resources, ICT, and their clients, as well as operational level agreements between the service delivery entities. As a result, service managers are empowered with the information needed to identify and remove service bottlenecks, support individuals who need training and measure performance in an objective and data-driven manner. All these elements have contributed to a more efficient means for delivery of services to UNICEF staff globally.

How can you make a difference?

The ICT Officer helps builds automation, workflows, and reporting dashboards in the Service Gateway IT Service Management module. In coordination with the Platforms and Service Delivery Service Manager and Business Relationship Managers (BRMs), the ICT Officer (Service Automation): • Translates user stories and process designs into production artifacts such as links, forms and reports for use on Service Gateway Platform. • Helps re-design and optimize existing processes for continued relevance and flow. • Coordinates with Quality Assurance to ensure that processes function as desired.

This position reports to the ICT Specialist (Enterprise Service Management Platform) at the P-3 level.

Key responsibilities:

Business Requirements Review A deep and complete understanding of all process steps, interactions/intersections and actors is a foundational requirement in automating processes. A key function for this post is to ensure that both the Business Relationship Managers and client business units understand what is and isn’t possible. This includes: • Develops user stories for Service Now releases. • Reviews user stories to ensure that they align with corporate policies, guidelines and procedures. • Optimizes user stories to remove duplication, process loops and unnecessary process steps.

Service Automation With a full and complete understanding of business process requirements, the ICT Officer applies understanding of system and platform capabilities to design and build requested artifacts. This includes: • Builds and contributes to the building of system capabilities and configures the components that deliver automated forms, actions, notifications, and reports. • Coordinates with the Service Now Platform Administrator to ensure that components and configurations integrate well and function as desired. • Codes and configures interfaces between Service Now and other UNICEF systems.

Digital Process Maintenance As UNICEF business and process requirements change, so does the need to modify, update and/or completely redesign existing digital processes. This includes: • Modifies and optimizes processes as needed. • Supports in the development of documentation as appropriate. • Coordinates with Platform Administration on upgrades and patches by review existing customizations to determine if any are redundant to new capabilities and determine if they should be removed.

The ICT Officer backstops GSSC and Solutions Center and Support process developers to provide expert level process automation support.

This role will be expected to perform any other relevant duties assigned by supervisor.

Academic Degrees Required: • An advanced university degree (Master’s Degree or higher) in Information Systems, Information Technology, Computer Science or a related field is required. A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree. Professional Experience: • Minimum of 2 years or work experience working with large corporate production systems with process optimization and automation is required, including work experience in following areas: o Application developing on ServiceNow platform (using modules like ITSM, HRSD) o Configuration of business rules, client scripts, develop complex services, record producers and service catalogues using flow designer, configure dynamic approvals, notification reminders, assign automated Task activities etc. o ServiceNow platform administration (like upgrade, patches, user administrations)

Other Skills and Qualifications: • Working knowledge in following areas/scripting languages are required:

o JavaScript o Web technologies (HTML, CSS, Angular, Jelly) o API integrations with other systems using REST, RPC and SOAP o PowerShell

• Familiarity with ITIL v4 processes, Agile application and code development methodology is required. • Strong and effective oral and written communications skills are required. • Effective listening and interpersonal skills are required. • Ability to plan and organize is required. • Business Analysis and technical documentation skills are required. • Drive for results and ability to work without supervision are required. • Logical approach with expert analytical and problem-solving skills are required.

Desirable: • ServiceNow certification (CSA, CAD, etc.) is an asset.

Languages: • Fluency in English is required. • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
