The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

The Business Intelligence team, as part of UNICEF’s Information and Communication Technology Division (ICTD) is responsible for providing all divisions, regional and country offices a flagship performance management system providing timely and accurate information across the organization via a single point of entry to facilitate, managing for results. Services include provision of analytical insights, dashboards, and custom applications.

How can you make a difference?

Under the direction of the ICT Specialist, the ICT Officer (Database Developer) will work closely with stakeholders to identify goals, develop best practices for data collection, and analyze current processes to determine what can be improved to achieve their desired outcome. This includes developing, monitoring and enhancing the UNICEF Data Warehouse (UDW) and discovery of its data by the users.

The responsibilities include visualizing and designing UNICEF Data Warehouse’s data management framework. This framework should describe the processes used to plan, specify, enable, create, acquire, maintain, use, archive, retrieve, control, and purge data. The ICT Officer will provide a standard common business vocabulary, express strategic requirements, outline high-level integrated designs to meet those requirements, and align with UNICEF’s data and analytics strategy.

The ICT Officer will be responsible for researching and introducing innovative, data-driven solutions that meet the current market trends. The focus will be on the data analytics long term strategy to contribute to UNICEF’s growing digital goals. The ICT Officer will develop a collaborative working environment and will maintain effective partnerships.

This position is based in Valencia Spain and the requirement will be to work primarily in Central European Time, but with flexibility to adjust as-and-when needed, specially while providing release deployment and production environment/application support.

This position reports to the ICT Specialist at the P-3 level. This role may oversee the work of consultants.

Key responsibilities:

Development and maintenance of the UNICEF Data Warehouse • Translate business requirements into technical specifications, including that of data streams, integrations, transformations, databases, and data warehouses. • Assist in defining the data architecture framework, standards, and principles, including modeling and metadata. • Collaborate in defining data flows, i.e., which parts of the organization generate data, which require data to function, how data flows are managed, and what data to transform. • Develop logical data models and validate the models to ensure that they serve the needs of the business users. • Transform the logical representation of the model into a physical representation and work with colleagues to instantiate and manage the data. • Coordinate procedures and daily UNICEF Data Warehouse refreshes. • Fine tune refresh performance in the data warehouse. • Build predictive models and implement machine learning algorithms. • Create and maintain technical documentation.

Collaborate closely with the stakeholders and build long term partnerships • Collaborate and partner with individuals across UNICEF to get the information necessary to drive change. • Contribute towards the development of business and project plans, reports, and analyses. • Present recommendations clearly and persuasively for a range of audiences.

Research and Development in cutting-edge technologies • Explore and propose out-of-the-box solutions to address technological challenges. • Discover game-changing or disruptive technologies as early as possible. • Identify possible future scenarios for technologies.

Supervise and manage consultants and external vendors • Provide technical guidance for consultants • Maintain consultants by recruiting, selecting, orienting, and training. • Accomplish consultant results by communicating job expectations, planning, monitoring, and appraising job results. • Coach and counsel consultants. • Develop, coordinate, and enforce standards, guidelines, and procedures for design and maintenance. • Assist and liaise in onboarding external vendors to perform services. • Consistently monitor vendor adherence to development standards.

To qualify as an advocate for every child you will have…

Academic Degrees: • A first university degree (Bachelor’s Degree or equivalent) in computer science, software engineering, information technology management or related field is required.

Required Skills and Experience: A minimum of 2 years of progressively responsible work experience is required, including: • Oracle database and SQL Server/SQL DB development including PL/SQL and T-SQL • Advanced knowledge of Oracle internals and Oracle database administration and database tuning, including hands-on experience creating database schemas, tablespaces, and all other related DDL • Knowledge of cloud tools especially Microsoft Azure, Azure ADF

Desirable Skills and Experience: • Experience in Python • Exposure to Machine Learning algorithms • Experience in LINUX shell scripting • SAP CDS development skillset

Language Requirements: • Fluency in English is required. • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
