This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Since the beginning of the Russian military invasion on 24 February 2022, Ukraine is rapidly emerging as one of the world’s most complex emergencies with over 3 million refugees already fleeing the country and with growing humanitarian crisis and needs. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities, but face many challenges as they attempt to provide support to large numbers of internally displaced people, host-communities and those directly affected by violence and insecurity. Civil society, and particularly women’s organizations in Ukraine are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations, including sexual and gender-based violence.

Under the direct supervision of Operations Manager, the UN Volunteer will undertake the following tasks:

  1. Implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines, and procedures. • Support the Country Office(s) as per signed Delegation of Authority for ICT functions. • Provide inputs to the development and review of internal ICT policies and procedures as re-quired. • Draft ICT annual work plan for the office. • Provide IT support in the use of Quantum (UN WOMEN’s implementation of Oracle-based ERP) and other business efficiency tools for improved business results and improved client services.

  2. Ensure effective functioning of the Country Office hardware and software. • Install, operate, and maintain all Country Office hardware equipment. • Provide advice on the acquisition of hardware supplies. • Make routine repairs and change of hardware electronic components. • Plan, install and maintain all communication systems including mobile and satellite phones. • Install commercial and in-house developed software and related upgrades, anti-virus pro-grammes. • Maintain an up-to-date inventory of the software and hardware.

  3. Ensure efficient network administration. • Monitor the network connection daily to ensure a stable and responsive network environment. • Configure network printers and provide user access as required. • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access. • Liaise with UN Agencies to trouble-shoot and monitor network problems; respond to user needs and questions regarding network access. • Maintain up-to-date parameters of information for the network clients and electronic mail. • Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups. • Maintain measures for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities. • Liaise with other UN agencies or venders to Manage Local Area Network (LAN) in accordance with UN Women requirements.

  4. Provide web management services. • Maintain the Country Office web site and Intranet.

  5. Provide administrative support regarding ICT issues. • Provide technical support in the procurement of new ICT equipment for the Country Office, provide technical specifications and information on best options in both local and international markets, review quotations and bids. • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit. • Process ICT equipment registration and disposal in Quantum asset module, support to the physical inventory verification exercise by checking the accuracy of records and location of property and prepare inventory reports as required. • Provide ICT support for key events.

  6. Provide technical support and advice to Country Office personnel. • Diagnose, evaluate, and prioritize requests for assistance from personnel in the CO experi-encing problems with hardware, application software, operating systems, networking, and other computer related issues. • Liaise with ICT Colleagues in RO-ECA and HQ as required for support and guidance. • Meet all ICT on-boarding requirements for new personnel.

  7. Facilitate knowledge building and knowledge sharing in the Country Office • Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision. • Contribute to the organization of training for the CO personnel on ICT issues. • Attend ICT Networking meetings. Share and collaborate on lessons learned and best practices in ICT.

IT environment, telecommunications facilities hard-ware/software and helpdesk support.

• Experience in SharePoint application is an asset. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and mail/internet; familiarity with database management; and office technology equipment.

• BA with two years or equivalent certifications in ICT such as CCNA or other professional certification would be acceptable too.

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer (Specialist - Step 1)

The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
