Result of Service The ultimate objective of the consultancy is to provide ICT support for the design and develop an Operational Data Dashboard that monitors progress on strategic deliverables, expenditure and trend analysis of MIAC's operational dashboard.

  • Data collection systems established to compile data from various sources;
  • Data validation and analysis application developed;

    Duties and Responsibilities BACKGROUND

ACS is supporting member states to develop an online statistical dashboard to monitor digital-based data collection fieldwork. The dashboard that ECA developed to monitor digital census has been implemented in several African countries. There is an ongoing request from member states to provide technical assistance in the field. In addition to the Census dashboard, the Ministry of International Affairs and Cooperation of Botswana (MIAC) of the Government of Botswana requested ECA establish an Operational Data Dashboard (Dashboard) that would monitor progress on strategic deliverables expenditure and trend analysis. The dashboard will facilitate MIAC's delivery of its mandate by enabling Management and the Executive in the Ministry to establish whether set targets and goals are met, understand the trends in the Key Performance Indicators (KPIs), to use the information generated in taking appropriate and timely action. The dashboard would also assist with effective tracking of performance, identifying strengths and weaknesses associated with performance and coordination of Ministry initiatives, and enabling the production of real-time reports. The dashboard is expected to improve MIAC's efficiencies and hence to the country's National Vision 2036 and the national development agenda, which is aligned with the 2030 Agenda and its Sustainable Development Goals as well as the continental Agenda 2063. In addition, once the dashboard is developed and implemented, it could serve as a model that the United Nations Economic Commission for Africa (UNECA) could replicate for other ministries and government offices across the rest of the member states. A virtual meeting was held between the Management of the Ministry and the United Nations Economic Commission for Africa (UNECA) in May 2021 to discuss the proposed Dashboard development and explore the support that UNECA could provide in its development. As a result of that meeting, it was agreed to establish a technical team of the Ministry that would work closely with UNECA and MIAC to formally submit to UNECA for assistance with the development of the dashboard. Drawing from the experiences of ACS in the Census dashboard development, the consultancy will support the development of an online, operational dashboard that could be customised to help government departments, ministries, agencies and statistical offices measure performance and disseminate analytical data from datasets through applying various statistical methods. OBJECTIVE The objective of the consultancy is to provide ICT support for the design and develop an Operational Data Dashboard that would monitor progress on strategic deliverables, expenditure and trend analysis.

DUTEIS AND RESPONSIBILITIES OF THE CONSULTANT:

Under the direct technical supervision of the chief of Statistical Data Development, Data Innovation and Outreach in the African Centre for Statistics (ACS) and the oversight and strategic and policy direction of the director of ACS, the consultant is expected to perform the following tasks: - Assist in the development and delivery of the applications - Review and understand the applications detailed design - Assist in analysing the requirements including all software documents and evaluating the content technological needs - Develop, configure and install software application and databases - Develop responsive web interfaces using latest technology needs - Develop advanced data visualization tools - Create interactivity of web components. - Develop web and mobile applications using different technologies - Performing initial application testing/debugging, in particular unit testing and integration testing procedures in addition to regression testing whenever required - Performing the database design/modifications and implementation of the various database objects and functionalities that are to support the application development effort and requirements - Preparing and submitting the required technical deliverables, in particular the detailed design reports, the application source codes, the test result log, and other documents and artefacts as detailed in the deliverables - Performing all fixes/new components required by the ICT coordinator during the agreed duration - Perform any other tasks requested by the ICT coordinator and related to the development of the software - Read to learn any technology proposed by the ICT coordinator for a specific project and apply it in the development phase - Design, develop, code, test, and debug mobile applications - Create unit test plans/case, develop, unit test, conduct code and unit test walk-throughs - Work with users to define existing or new system scope and objectives - Provide analytical support and technical advice during the conceptualization, development, and implementation phases - Maintain applications, including bug fixes, performance enhancements and runtime production support - Generate technical documentation for various aspects of the applications developed - Design, Develop, and web and mobile based applications on Android and/or Apple iOS platform.

Qualifications/special skills Advanced university degree in computer science, data science, statistics, information systems, or a related field is required. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of 8 years of experience in developing data processing and electronic information management products

Other skills: Good understanding and use of the following tools:

- R, Python, MySQL, HTML, CSS, SQL, JQuery, JavaScript, JSON, Web services/APIs; GitHub, Visual Code Studio, Language: Fluency in oral and written English or French is required.
