OBJECTIVES OF THE PROGRAMME

Les Unites d'appui a la gestion des Bureaux pays ont ete etablies dans la structure organisationnelle pour apporter un appui aux responsables et au personnela accomplir pleinement leurs responsabilites dans l'environnement GSM et s'assurer du respect des politiques, procedures, regles et reglements relatifsa la gestion financiere et aux transactions dans le contexte d'un systeme PGI

DESCRIPTION OF DUTIES

  1. Installation, Administration et Maintenance(i) Coordonner l'installation et la maintenance de tous les logiciels ICT, selon les standards de ICT AFRO.(ii) Assurer des services ICT ininterrompus et efficaces au Bureau.(iii) Installer et supporter les systemesLAN/WAN et de communications donnees selon les standard de ICT AFRO (Windows Operating System XP/2000/2003, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, Microsoft Exchange server 2003, VSAT, VolP, SNMP. DNS, DHCP, etc…);(iv) Maintenir, trouver des solutions et reparerles equipementsICT.(v) Procederquotidiennement a server backup de fichiers de donnees;(vi) Mettre en place et maintenir les procedures de recuperationen cas de crise;(vii) Mettre en place et maintenir la securite de l'infrastructure ICT (protection hacker et virus protection, protection contre les defaillances electriques, les incendies, etc;(viii) Maintenir l'inventaire des biens, equipementset logiciels du Bureau;(ix) Gererles logiciels et leur misea jour;(x) Etreen contact avec les autres agences des Nations Unies et les partenaires exterieurs sur les questions ICT.2. Rapports(i) Faire des rapports trimestriels sur l'inventaire des equipementsinformatiques;(ii) Fournir des documentations techniques sur toutes les activitesrelatives aux ICT et les actualiser;(iii) Faire un rapport d'activites mensuel.3. Appui administratif aux usagersi) Fournir l'assistance/formation au personnel dans l'utilisation des programmes (logiciels) des equipements informatiques (ordinateurs et accessoires);ii) Assister dans la conception et la mise en œuvredes applications de base de donneeset autres programmes informatiques;iii) Coordonner les activitesdes consultants externes;iv) Servir de point focal de ICT/AFRO niveau du Bureau pays.4. Gestion des Actifs :• Superviser l'enregistrement des actifs de l'OMS et tenir les archives conformement aux dispositions pertinentes du Manuel de l'OMS• Garantir l'exactitude des entrees de donnees en verifiant les informations contenues dans le registre des actifs fixes de l'unite(CSU)• Administrer la cession des actifs qui ne sont plus utilises, apres avoir obtenu le quitus du Representant de l'OMS et l'autorisationd'AFRO (PSO) ; • Superviser la verification physiqueperiodique (au moins une fois par an) de tous les actifs du bureau de pays et effectue les rapprochements avec le registre des actifs fixes ; • Elaborer un rapport sur les anomalies constatees (articles non enregistres, non trouves ou detruits) qu'il soumet a la hierarchie pour des besoins de controle et de prise de decision • Coordonner le transfert d'actifsd'une personne a une autre ou d'une unite a l'autre et veiller a ce que cela se reflete dans les actifs fixes centraux• Supervise le processus de reforme (vente aux encheres, donation, cannibalisation) d'actifs devenus obsoletes, s'assure que cette reforme s'effectue clans le meilleur interet de l'Organisation et tient a jour les donnees figurant dans le registre des actifs fixes ; • Superviser la preparation de l'etat annuel des actifs et de leur valeur totale subdivisee en differentes categories, conformement au Manuel de l'OMS ; prepare le document administratif desrapports des reformes et des inventaires physiques et presente d'autres statistiques• Repondre a toutes les questions posees par les specialistes en actifs fixes du Bureau regional en ce qui concerne les modes operatoires normalises utilises pour la gestion des actifs fixeOtheri) Realisertoute autre tachedemandee

REQUIRED QUALIFICATIONS

Education

Essential: --> Essentiel: Etudes secondaires (baccalaureat); plus diplomes technique ou universitaire en informatique ou technologie de l'information. Desirable: un diplomeen science informatique, telecommunicationsou domaine similaire serait un atout. -Formation sur la gestion des actifs

Experience

Essential: Au moins dix ans d'experience en administration des technologies de l'information et des telecommunications, avec quelques annees de responsabilite progressive dans le travail de gestion du LANdont au moins 3 ans dans la gestion des actifs Desirable: Experience dans le domaine des communications: conception LAN, maintenance et configuration du fichier de depannage, internet/tunneling-Experiencepertinente et progressive dans la gestion des actifs

Skills

Le travail necessite une tres bonne connaissance des reseaux LAN et TCP/IP, Windows 2000 et XP Professionnel Windows 2000/2003 Server, Microsoft Active Directory; Bonne connaissance de l'administration du systeme des E-mail (Exchange Server 2003 et Outlook 2000/2003); Bonne connaissance de la securite informatique, y compris firewall and Virus protection; Bonne connaissance des proceduresde recuperationdes donnees et reprisea la suite de crises (Veritas Backup Exec est le logiciel utilise); Bonne connaissance de la programmation des bases de donnees avec visual Basic; Bonne connaissance des systemes d'administration de telecommunication, y compris PBX; Capacite a analyser et trouver des solutions aux problemes; Capacite aecriredes documents techniques.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 17,327,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
