  1. Role and responsibilities

The Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities, community outreach and provision of legal services on legal identity, displaced persons registration, employment law and procedures, housing, land and property rights and access to services. The ICLA Technical Officer will also be responsible for the rolling out of ICLA digital component with the ICLA Partners in Moldova and Romania.

Generic Responsibilities

  1. Ensure compliance with NRC policies, guidelines and standards.
  2. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards.
  3. Collaborate with ICLA Programme Development Manager and ICLA Global Digital PM to ensure alignment with global digital initiatives for ICLA.
  4. Implement legal activities according to established plan of action.
  5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist.
  6. Contribute to the identification of legal protection needs to inform programming and advocacy.

Specific responsibilities

  • Maintain relevant legal knowledge and keep up to date with legal developments related to Ukrainian refugees in Moldova and Romania.
  • Organize and conduct individual / group information sessions.
  • Provide individual and tailored legal counselling.
  • Provide legal assistance and representation for selected cases, according to ICLA criteria.
  • Ensure effective and appropriate legal case management and quality of legal aid provision.
  • Regularly engage with the governmental institutions and i/NOGs field staff to assist beneficiaries in acquiring other humanitarian services beyond the scope of ICLA’s mandate.
  • Lead the implementation of the digital ICLA specific projects, including managing content management system, chatbot, user portal, and integration of the software platform.
  • Support NRC in monitoring and evaluating the use of digital modalities.
  • Share experience and lessons learned with other country offices in collaboration with Global ICLA Digital PM.
  • Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal procedures
  • Assist with administrative/logistics/finance tasks whenever required.
  • Contribute and/or draft legal documents, factsheets, case studies, legal updates and analysis on relevant legal issues.
  • Develop informational, educational and training materials on legal protection issues
  • Any other related tasks as assigned by the supervisor.

  1. Competencies

Generic professional competencies for this position:

  • Bachelor’s degree in Law
  • Minimum 3 years of relevant work experience
  • Experience working in similar roles in humanitarian/development context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and oral

Context/specific skills, knowledge and experience:

  • University degree in law
  • Experience of working as a lawyer
  • Understanding of laws and regulations related to the refugee law is an asset
  • Web-based skills like programming, layout, and content development is an asset
  • Experience in organizing online campaigns and marketing efforts to introduce the platform to the target population is an asset
  • Fluency in Romanian and Russian language
