In response to the large-scale displacement of refugees fleeing Ukraine, NRC is in the process of implementing humanitarian operations for refugees arriving in Romania and Moldova. NRC will respond, focusing on an integrated approach that combines its sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners. The Norwegian Refugee Council (NRC) is working with the Moldovan government and partners on a variety of projects connected to the Ukraine crisis. NRC is helping to ensure that Ukrainian refugees have somewhere safe to sleep, that children can go to school, and that families can access social support systems.

1. Role and responsibilities The role of the ICLA Technical Officer is to be responsible for the day-to-day implementation of Information, Counselling and Legal Assistance (ICLA) activities, community outreach and provision of legal services on legal identity, legal stay, access to essential services, housing, land and property rights and employment laws and procedures.

Generic Responsibilities

1. Ensure compliance with NRC policies, guidelines and standards. 2. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards. 3. ICLA specific technical responsibility for implementation of technical activities of ICLA project(s). 4. ICLA specific technical responsibility for tracking of financial expenditures for technical activities of ICLA project(s). 5. ICLA specific technical responsibility for the quality control and monitoring of project activities. 6. ICLA specific technical responsibility for project documentation of technical activities of ICLA project(s). 7. Provide specific technical support and capacity building towards projects partners’ staff. 8. Provide specific technical analysis and feedback to NRC representatives in coordination forums. 9. Assess, promote and document ideas for technical improvement and further program development options. 10. Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist. 11. Promote the rights of refugees in line with the advocacy strategy. 12. Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation). 13. Conduct quality control and provide technical support to implementing partners and/or contactors.

Specific responsibilities

 Maintain relevant legal knowledge and keep up to date with legal developments in Moldova and Romania.  Provide sound written and oral legal policy advice on domestic laws and procedures and Romania and Moldova authorities’ practices and policies in relation to refugees, and other relevant legal topics.  Facilitate provision of basic information, individual and group counselling about the rights and entitlements of beneficiaries.  Deliver legal trainings to legal practitioners, fieldworkers, NGOs and other stakeholders on relevant legal issues.  Identify, coordinate and foster relations with other protection actors active in ICLA beneficiary communities to ensure that ICLA activities are adding value to current protection responses.  Regularly engage with the governmental institutions and i/NOGs field staff to assist beneficiaries in acquiring other humanitarian services beyond the scope of ICLA’s mandate.  Contribute and/or draft legal documents, factsheets, case studies, legal updates and analysis on relevant legal issues.  Act as a focal point and coordinate ICLA implementing consultants’ activities, follow up on progress against targets and monthly reports content including quality assurance of services provided and deliverables.  Ensure proper filing of documents.  Any other related tasks as assigned by the supervisor.

2. Competencies

Generic professional competencies for this position:  Experience from working within technical expertise area in a humanitarian/recovery context  Previous experience from working in complex and volatile contexts  Core competency expertise  Documented results related to the position’s responsibilities  Fluency in English both written and oral.

Context/specific skills, knowledge and experience:

 University degree in law, Masters in Law is an advantage  Good knowledge of the refugee context in the Republic of Moldova  Knowledge of the software programs (MS Word, Excel, PowerPoint)  Experience in delivering training sessions  Knowledge of Ukrainian or Russian languages  Knowledge of Romanian language is an advantage.
