Role and responsibilities The purpose of the ICLA Technical Assistant position is to provide technical and administrative support in the daily implementation of ICLA projects within NRC area of operation.

Generic responsibilities These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Professional Development Plan.

1. Adhere to NRC policies, tools, handbooks and guidelines; 2. Assist a range of support with the implementation of the ICLA Programme portfolio according to plan of action; 3. Implements independently procedures and activities within own function or core competency as delegated; 4. Responsible for organising and delivery of tasks in line with priorities and standards; 5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team; 6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work; 7. Prepare and develop status reports as required by management; 8. Ensure proper filing of documents; 9. Promote and share ideas for improvement in your area of expertise.

Specific responsibilities These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

1. Context analysis and needs assessment:

  • Contribute to identification of protection risks and needs in the context of the program implementation;
  • Monitor and analyse the political, legal, social and economic environment and identify key trends and other protection issues concerning the conflict-affected population, including IDPs;
  • Contribute to formulating legal analysis and positions as requested.

2. Clerical support and redirection of the request for assistance:

  • Drafting letters to state authorities and other stakeholders considering local requirements to business letters;
  • Provide secretarial support such as data entry of intake forms, taking minutes, drafting letters and memoranda of understanding, recording of the incoming e-/mails and other relevant actions;
  • Attend meetings, keep records thereof and report on the discussions and processes (if relevant);
  • Provide support with the preparation of meeting minutes, reports, background materials and other relevant documents, Power Point presentations, etc;
  • Assist with receiving incoming calls from project participants/hotline and make outgoing calls to the latter according to needs and perform other duties in the Legal Aid Center (if applicable and when necessary).

3. Translation of documents and Interpretation:

  • Support with translation of correspondence, documents (letters, Memoranda of Understanding, Agreements and analytical notes) prepared by other ICLA team members from English to Ukrainian/Russian and vice versa;
  • Support with the interpretation of visitors/team members from English to Ukrainian and back (if applicable and when necessary).

4. Information sharing and provision of the simple counselling services:

  • Assistance to the project participants in filling standard forms such as applications for death registration or submitting applications to the DIA app or other digital platforms;
  • Provision of the referral services and counselling to typical requests for assistance that does not require advanced legal expertise (if applicable and when necessary).

5. Record keeping and management of the IEC materials storage:

  • Manage dissemination of information, communication and education materials in the targeted area by keeping records of brochures distributed and reporting on the progress of the dissemination campaign;
  • Support with KoBo data transferring when requested;
  • Ensure proper filing and storage of documents in accordance with internal standards and requirements for case management and record keeping.

6. Perform any other relevant duties as requested by the ICLA PM/PC.

Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • NRC ICLA national team
  • NRC Advocacy and Communication team
  • CCS programme staff
  • NRC support unit staff (e.g. administration, finances, logistics)

2. Competencies Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies: • Bachelor degree in Law (completed or final years student); • Experience of assisting in implementation of humanitarian/recovery/volunteering projects or working in legal firms; • Previous experience from working in complex and volatile contexts; • Documented results related to the position’s responsibilities; • Fluency in Ukrainian, and Russian, both written and verbal; • Proven competence in business writing, research and analytical writing; • Fluency in English, both written and verbal, allowing you to draft reports and translate documents from English to local language and vice versa

Context/ Specific skills, knowledge and experience: • Good knowledge of the context in Ukraine. Knowledge of the context in West Ukraine would be considered as an asset; • Advanced user of the office software (MS Word, Excel, PowerPoint) and hardware; • Experience of working in the field with displaced and/or vulnerable groups and communities; • Experience of delivering group information sessions, training session and other events would be considered as an asset; • Experience of community sensitization and handling complicate personalities would be considered as an asset; • Ability to write clearly and concisely; • Proven ability to analyze the legal, political and socio-economic context in Ukraine and collect, process and analyze qualitative and quantitative data to inform context analysys and legal research; • Experience in using PowerBI, Kobo, MS Access, DIIA software programs and apps would be considered as advantage.
