You have:
- University degree/diploma in social sciences, political sciences, law, or related fields.
- Basic knowledge of data management and computer skills.
- Experience in humanitarian/recovery contexts.
- Native fluency in Arabic; proficiency in English with strong drafting skills.
- Demonstrated understanding of diversity and inclusion principles in humanitarian programming.
- Knowledge of displacement context in Libya.
- Understanding of migrant and refugee protection issues (advantage).
- Knowledge of Libyan law and regulations (advantage).
- Experience working with community-based organizations representing vulnerable or minority groups.
The ICLA Technical Assistant will provide information, counselling, and assistance to displacement-affected populations within the area of operation. This includes:
Adhere to NRC policies, tools, handbooks, and guidelines.
Assist with implementation of the ICLA portfolio according to work and activity plans.
Implement procedures and activities within own function or core competency as delegated.
Organize and deliver tasks in line with priorities and standards.
Develop and maintain knowledge of the specialist area of work to effectively support the team.
Use initiative in day-to-day problem-solving within agreed procedures and standards.
Prepare and develop status reports as required by management.
Promote and share ideas for improvement in the area of expertise.
Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within NRC and among project participants. 🟧 - Apply Safe and Inclusive Programming (SIP) and Diversity, Inclusion & Participation (DIP) principles across all ICLA services, ensuring that activities respect participants’ safety, dignity, and diversity.
Qualifications
Generic professional competencies
University degree/diploma in social sciences, political sciences, law, or related fields.
Basic knowledge of data management and computer skills.
Experience in humanitarian/recovery contexts.
Native fluency in Arabic; proficiency in English with strong drafting skills. Demonstrated understanding of diversity and inclusion principles in humanitarian programming. Knowledge of safe programming, participation techniques, and accountability frameworks (AAP).

Knowledge of displacement context in Libya.
Understanding of migrant and refugee protection issues (advantage).
Knowledge of Libyan law and regulations (advantage). Awareness of gender, age, and disability inclusion dynamics in the Libyan context. Experience working with community-based organisations representing vulnerable or minority groups.
Responsibilities
Specific responsibilities:
Information, Counselling, and Legal Assistance Delivery
Stay updated on and respect all internal procedures and thematic guidelines.
Deliver individual and group information sessions (GIS) in line with ICLA guidance.
Provide individual counselling on legal and civil documentation, housing/land/property, work rights, access to essential services, and residency rights.
Deliver legal assistance in accordance with ICLA’s case management standards.
Follow up on case management files with a qualitative, client-centred approach, ensuring confidentiality and respect.
Identify and address barriers to access for women, youth, and persons with disabilities to ensure equitable participation in ICLA activities. Adapt information materials (language, visuals, format) to be inclusive and accessible for participants with different literacy levels, genders, and backgrounds. Ensure meaningful participation of community members through regular consultations, feedback sessions, and culturally sensitive communication.
Safe and Inclusive Programming
Apply NRC’s Safe and Inclusive Programming (SIP) and DIP framework throughout project implementation, focusing on:
Safety, dignity, and avoiding harm.
Meaningful access and inclusion.
Accountability to affected populations.
- Participation and empowerment.
- Ensure diversity-sensitive outreach, including engagement with women’s networks, youth groups, minority associations, and persons with disabilities. Contribute to gender-balanced representation in group sessions and ensure respectful, safe spaces for participation. Support project participants to express their views and participate in shaping NRC’s assistance through focus groups or community meetings.
Data Collection and Referrals
Undertake day-to-day data collection and entry for field activities and legal case management.
Participate in field mapping exercises.
Oversee referrals to local aid organisations, both national and international, ensuring that care plans align with legal case management guidance. Track sex, age, and disability disaggregated data (SADD) for all participants to support DIP monitoring. Maintain confidentiality and secure data protection of all client information in line with NRC’s DIP and safeguarding standards.
Participate in drafting and updating service mapping.
External Coordination
Attend meetings with international, national, and governmental actors on legal and education access issues.
Ensure partner organisations comply with agreed case management and referral pathways. Represent NRC ICLA in protection and inclusion coordination meetings when delegated, promoting DIP good practices.
Support ICLA Officer and TL in oversight of volunteers, attendance tracking, and coordination with NRC support colleagues.
Monitoring, Evaluation, and Reporting
Conduct regular post-service monitoring for ICLA services and participate in project evaluations.
Contribute to accurate reporting of ICLA area-level achievements in all relevant systems (Dynamic, CORE, GORS, donor reports, and 4Ws). Report progress against DIP indicators (e.g., participation rate of women, youth, and persons with disabilities; satisfaction with inclusivity).
Support collection of qualitative feedback from participants to improve inclusivity and accessibility.
Other Duties
- Perform any other tasks relevant to the position as requested by the line manager, including administrative duties, translation of documents, or support to emergencies and other core competencies.
