Responsibilities

1. Roles and Responsibilities

The Team Leader at NRC’s Information, Counselling and Legal Assistance (ICLA) programme manages, supervises and supports a dynamic team of field staff that provide conflict and displacement-affected community members with information, counselling and legal assistance services on various topics (including legal identity documentation and housing, land and property rights).

Generic Responsibilities

  1. Coordinate the ICLA program activities according to strategy, proposals, budgets, and plans
  2. Ensure adherence to NRC policies, tools, handbooks, guidelines and donor requirement.
  3. Involve and inform communities and community leaders about the activities
  4. Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  5. Coordinates the team’s activities internally within NRC and externally with local communities, stakeholders and partners.
  6. Supervise project staff at field office level and community base workers, train and develop team by ensuring capacity building of project staff and transfer key skills
  7. Prepare periodic progress reports, statistics and other documents as required
  8. Ensure that project activities target beneficiaries most in need and explore and asses’ new and better ways to assist.
  9. Promote and share ideas for technical improvement.
  10. Liaison and collaborate with relevant local authorities and stakeholders.

Specific Responsibilities

  1. Lead the supervision of the implementation of ICLA programme guidelines and procedures in line with the strategy and the implementation of ICLA activities.
  2. Promote integration of ICLA in NRC area programmes, in collaboration with the coordinator
  3. Support overall budget spending in line with donors and internal regulation/policy
  4. Liaise with the M&E and the Community Consultation and Referral Teams to ensure a quality and context-appropriate response.
  5. Contribute to donor reports on project outputs and activities, according to specified internal timelines.
  6. Design the team’s information and counselling activities, sets work plans in line with targets and oversees the quality of provided services.
  7. Responsible for tracking financial expenditures for activities of Information, counselling and legal assistance (ICLA) projects.
  8. Maintain full and accurate ICLA online and offline files, databases and other archives documenting ICLA programme progress.
  9. Assist ICLA Project Coordinator in extracting and analysing data for reports against project indicators as necessary.
  10. Ensure security of data collection and data in the course of implementation of ICLA activities in line with NRC policies.
  11. Work closely with field teams to ensure that the information from the field is quickly and accurately transferred to the ICLA database systems.
  12. Contribute to regular updating and maintenance of an effective ICLA case management system in line with NRC policies, guidance and/ or SOPs
  13. Build the capacity of team members and provides ongoing case work support, including through the development of dedicated work tools and IEC materials.
  14. Monitor and document the implementation of project activities done by implementing partners plan of action activities, contracts, financial expenditures and project documentation).
  15. Conduct quality control and provide technical support to implementing partners
  16. Undertake any other duties, not listed above, assigned by Line Manager as required
