Duties and responsibilities

The ICLA Specialist oversees all programmatic and technical aspects of ICLA programming in the Country and Area offices. In close collaboration with the Head of Programme and Country Director and the NRC programme team, this role will work to further enhance the quality of current projects and explore opportunities to expand in new areas. The Specialist will provide quality assurance for all projects, develop a collaborative country strategy, build capacity of staff through mentoring and training and engage in identifying additional funding opportunities to further grow the program.

Roles and Responsibilities:

  • Ensure overall quality of the programme, including through community-based approach and continuous learning, in collaboration with M&E Unit.
  • Continue to seek new and innovate project interventions to ensure program diversification and expansion within context limitations.
  • Ensure compliance with donors’ commitments and requirements including through PCM
  • Support ICLA program teams in the implementation of ICLA strategy action plan.
  • Ensure drafting and roll-out of the relevant guidance and tools for the provision of legal aid and protection services in consultation with the protection specialist.
  • Produce regular evidenced-based policy briefing papers and analysis that contribute to the protection trends analysis and other advocacy initiatives.
  • Carrying out regular analysis to ensure programme relevance, efficiency and impact.
  • Provide capacity development initiatives to local partners on legal aid, case management and on refugees’ laws, rights and obligations, in collaboration with NRC Partnership unit.
  • Maintain strong relationships with relevant stakeholders at both national and field level.
  • Ensure increased integration and multi sectoral approach in line with the Country strategic initiatives.
  • Study specific ICLA contextual aspects and issues and produce strategic and programming analysis to develop ICLA core competency.
  • Provide ICLA related strategic and technical inputs into the Protection Working Group and other relevant country or field level fora.
  • Support the ICLA teams to ensure proper functioning of M&E systems and timely reporting
  • Institute a culture of creativity, innovation and use of digital technologies to reach more people with less money

What you will bring:

  • A Bachelor’s degree in legal, Social, Humanitarian or community development. Master’s degree is an advantage.
  • Minimum 5 years of experience within programme expertise area in a humanitarian/ recovery context (as a Project Manager or Technical Advisor).
  • Experience in human rights/access to justice programing
  • Previous experience from working in complex contexts
  • Documented results related to the position's responsibilities
  • Experience working in coordination and liaising with external actors
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Fluency in English, both written and verbal. Romanian, Ukrainian and Russian language skills will be considered as an asset.

What we will offer:

  • Duty Station: Chisinau, Republic of Moldova (also covering Romania)
  • Contract Duration: 12 months (with possibility of extension subject to funding availability)
  • Travel: 30% to NRC operational sites
  • Salary: Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package.
