NRC is looking for an ICLA PM to join the North Area Office. The legal assistance programme entails information, counselling, and legal assistance to individuals and households on legal civil documentation as well as housing, land, and property rights issues.

**This role is open to Iraqi nationals only**

What You Will Do

  • Develop and ensure implementation of ICLA case management and Monitoring and Evaluation tools,
  • Develop and deliver capacity building trainings to key stakeholders on civil documentation, Housing, Land and Property (HLP) issues, and Collaborative Dispute Resolution (CDR),
  • Regularly participate in relevant coordination meetings to represent NRC,
  • Mobilize and coordinate humanitarian response by Protection actors to risk or threats of eviction and forced evictions,
  • Contribute to the development and dissemination of technical assistance materials on Registration Civil Documents/Housing Land Property rights topics for Protection & other actors,
  • Contribute to strategy documents, work and contingency plans, and advocacy messages on key issues,
  • Promote synergies between ICLA and other sectoral projects via provision of HLP technical support,
  • Support cross-cutting interventions incl. protection, gender and accountability to affected populations. Collaborate with other area programme teams to develop NRC community engagement approaches,
  • Regularly review the quality of ICLA interventions and propose ways to improve implementation,
  • Regularly gather information on relevant laws, policies, and practices operative in Mosul and Salah al-Din, and ensure ICLA teams and humanitarian partners have access to such information,
  • Any other tasks relevant to the position as requested by the Area Manager or Specialist

What You Will Bring

  • Minimum 3 years of experience in senior project positions in humanitarian or recovery contexts
  • Experience from working in complex and volatile contexts
  • Technical ICLA expertise
  • Fluency in English-both verbal and written
  • Academic degree in law or another relevant field
  • Legal expertise on civil documentation, HLP, and/or human rights related issues
  • Thorough technical knowledge of the Iraqi judicial system
  • Broad experience with managing humanitarian and development projects
  • Experience with community engagement approaches and principles
  • Experience with protection, gender, and coordination in humanitarian work
  • Experience with community engagement and development of civil society capacity
  • Experience with exploring and developing partnerships with local organizations
  • Experience working with vulnerable groups; conflict-sensitivity, compassion, discretion,
  • Commitment to an evidence- and needs-based approach to project management,
  • Demonstrated experience integrating legal assistance with other sectoral programmes/assessments
