ICLA Officer - Data Sudan Alfasher (Advertisement)

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan, Gadarif and Blue Nile on a first phase, with the idea to expand to other States.

As a priority, NRC is therefore hiring an ICLA Officer - Data to be part of establishing NRC's programme in Sudan.

Duties and Responsibilities

  1. Ensure the timely and accurate uploading of all data collected by ICLA staff onto the database
  2. Oversee the operation of the ICLA database and Kobo data collection software, conducting data verification, updates and improvements as required
  3. Produce detailed, relevant and high-quality qualitative and quantitative reports as requested
  4. Contribute to the development and improvement of the ICLA team’s data collection methods and tools
  5. Conduct regular trainings for ICLA staff to improve the quality of the data being collected
  6. Provide quality control and oversight of the data that is being collected, identifying and addressing errors in collection or input
  7. Update and report on a monthly basis indicator performance tracking tables for different projects
  8. Support proper filing of documents and compliance with data protection policies
  9. Work in close collaboration with the M and E officer and update monthly project progress on the Global Output and Outcome Monitoring System using data from Area Office and M&E Matrixes
  10. Compile and file electronic copies of all beneficiary lists and other relevant Means of Verification
  11. Support ICLA surveys with quantitative and qualitative tools as part of data collection initiatives with the M&E Unit
  12. Make sure complete and accurate project information are reported timely to the Project Manager with necessary disaggregation (data by area/location, core competency, gender, type of beneficiaries (IDP, host community, returnee and other), etc)
  13. Support ICLA staff to implement need assessments, baseline and end line surveys particularly field data collation, project level assessments, PDMs, KAP surveys using mobile data collection methods, outcome measurement, and multisector area level assessments where relevant, training and supervising of enumerators, data entry and analysis;
  14. Provide support to the ICLA Team/Officers in utilizing the ICLA database

Required skills

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge of English. Knowledge of Arabic is an asset
  • Minimum 2 years humanitarian experience with refugees/internally displaced persons (IDPs) at field level with an NGO or other international organization.
  • Knowledge of international humanitarian law, human rights law and national law applicable to IDP’s
  • Knowledge of SPHERE standards and durable solutions
  • University degree in computer science, information technology or other relevant field
  • At least 3 years’ experience working with databases and data collection platforms, including writing of quantitative and/or qualitative reports
  • Documented results related to the position’s responsibilities
  • Good knowledge of English
