Under the supervision of the Specialist, the Information, Counselling and Legal Assistance (ICLA) Coordinator will provide technical guidance to field teams and partners, monitor the legal framework and conduct legal analysis, support the development of guidelines and tools, contribute to the legal content management and case management of Kobli, ICLA digital legal aidplatform, provide capacity building and transferring of key skills to ICLA teams. Moreover, the ICLA Coordinator will conduct quality assurance and ensure standardization of the ICLA approach across areas of intervention regarding legal service provision and capacity building delivery in line with NRC strategy and procedures.

Qualifications

Generic professional competencies:

  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Documented results related to the position’s responsibilities
  • Previous experience from working in complex and volatile contexts
  • Fluency in Ukrainian and English, both written and verbal
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint

Context/ Specific skills, knowledge and experience:

  • Bachelor degree in law or equivalent
  • Knowledge of Ukrainian legislation
  • Understanding of laws and regulations related to internal displacement is an asset
  • In depth knowledge of the context in Ukraine
  • Experience with implementation of legal protection programmes is an asset

Responsibilities

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Contribute to the development and implementation of the ICLA strategy
  3. Oversee the legal aid provision at national level
  4. Oversee the capacity building component, targeting key stakeholders, at national level
  5. Provide legal and technical guidance to field teams and partners
  6. Ensure that projects target project participants most in need of legal protection, explore and assess new and better ways to assist
  7. Promote and share ideas for technical improvement of the programme
  8. Liaise and collaborate with authorities, national and international NGOs and other key stakeholders
  9. Contribute to the identification of legal protection needs and trends and design of the response

Specific responsibilities

  • Conduct legal framework monitoring and legal analysis
  • Develop and update ICLA guidelines, SOPs and tools
  • Provide legal and technical guidance to field teams and partners
  • Oversee the provision of legal services from a technical perspective
  • Oversee the capacity building component targeting key stakeholders at national level
  • Conduct quality assurance activities on services provided
  • Ensure standardization of the ICLA approach across areas of intervention
  • Support ICLA cross border activities
  • Develop and update legal content for ICLA digital initiatives
  • Support the development of Kobli, ICLA digital legal aid platform
  • Contribute to project proposals and reports drafting and provide input on needs and gaps
  • Contribute to evidence-based advocacy actions on legal protection issues
  • Contribute to organisational learning through technical assessments, identification of best practices and lessons learned
  • Prepare, organize and facilitate trainings, workshops, webinars and other events
  • Ensure data protection of sensitive information related to legal protection cases
  • Support safe identification and referral of cases
  • Prepare and develop status reports as required by management, including timely reporting on programmatic and contextual issues
  • Conduct regular visits to area and field offices
  • Represent ICLA in coordination fora and working groups
  • Coordinate activities with key stakeholders at national level
