Background

I.****Background:

United Nations House located in Diplomatic Quarter. The compound is hosting different UN agencies, as well as, World Bank. The building is managed by United Nations Development Programme (UNDP), which is responsible for provision of maintenance services and support to UN Agencies located in the House.

UNDP Country Office in Saudi Arabia is undergoing some major renovation works that involve repartitioning of certain floors as well as changing the existing shape of the building. UNDP striving to improve and standardize all its offices to match the changes in a modern building, in order to deliver high-quality customer services, improve staff productivity and efficiency towards the work, as well as, to provide a safe working environment for both its counterparts and staff.

UNDP is on the verge of accommodating additional staffing for UNDP and other agencies. Hence, UNDP and World Bank would like to convert the current office space to cater for this new development. The initial assessment and aim of the project are to refurbish and carry out fit-out works. Following a competitive process, UNDP will sign a contract with a construction firm to implement a cleared design for the office renovation.

UNDP would like to hire a qualified and accredited engineer to review and supervise the implementation of the renovation project and to certify the deliverables.

Duties and Responsibilities

I.****Objective:

UNDP is looking for a qualified and accredited engineer to provide technical specialized assistance to Saudi Arabia UNDP, leading to quality and timely implementation of the project activities, within the tight timeline for implementation.

The consultant (Engineer) will be responsible for the supervision and overseeing of the renovation activities at the United Nations building. Monitoring of the renovation work carried out by the construction firm as per the approved drawings, design specifications in accordance with the signed contract. Submission of detailed progress reports mentioning timelines. Final technical evaluation of the project. Verification of invoices submitted for the work executed by the construction firm.

II.****Scope of the Works:

The Individual Contractor will be able to provide an update on the current situation. The Consultant will supervise the renovation of the United Nations building project. S/he will be responsible for ensuring the timely completion of the construction project by overseeing all phases of the project. This entails working with the contractor and a variety of stakeholders as applicable to schedule and plan work, coordinate equipment and materials, operate within a timeframe and monitor overall progress.

The responsibilities of the consultant shall include but not limited to the following:

  • Oversight and Supervision of renovation activities of United Nations buildings.
  • Coordinate with the construction firm for overseeing construction work being carried out according to approved drawings, design specifications in accordance with the contractual obligation of the construction firm.
  • Verification of construction work carried out on-site; verification of the invoices submitted by the contractor and clear it accordingly.
  • Address all technical requirements (Engineering Management) and assure quality in the delivery of the project.
  • Prepare detailed monthly progress reports on the status of renovation, issues at the site and proposed solutions, identifying weak areas and highlighting potential risks.
  • Ensure that all materials/items used in construction are of good quality and according to the given specifications.
  • Ensure that works are undertaken to given timelines as per schedule and the project is complete in time.
  • Ensure the works carried out and implement is in accordance with, and comply with, the applicable national regulatory framework, including applicable environmental, labour, building and safety regulations.
  • Anticipate problems and able to suggest a solution to minimize complexity.
  • Prepare a final evaluation prior to the site take over and final site survey on completion of deficit labiality period. Also, prepare a final technical evaluation of the project and submission the project completion report.
  • Conduct various meetings/calls with the UNDP and World Bank focal points to ensure all the offices/spaces are fit the new requirement, discuss the construction progress and schedule and other matters which may affect the project process
  • Review all deliverables and approve them to move to the next level, all payments shall be certified by the consultant for payment to the contractor.
  • Ensures the quality of the products used in the construction is outstanding.
  • Issue and verify the Certificate of Substantial Completion, as well as, upon completion, issue and verify Certificate of Final Completion.

III.****Duration of the assignment:

This consultancy is deliverable-based and shall start from the date of signing the contract until the completion of all deliverables. The last deliverable will be with the finalization of the project. The anticipated duration of this assignment is estimated to be between 6 to 8 months in total (but the consultant will be working on a part-time basis).

IV.****Scope of Price Proposal and Schedule of Payments:

The payment will a lump sum (all-inclusive amount) basis, paid upon completion of the six milestones mentioned below.:

V.****The duty station and expected places of travel, if any

The assignment will be based in Riyadh, Saudi Arabia at United Nations Building. No travel will be required.

VI.****Institutional Arrangement: reporting requirements, frequency, format, and deadlines

The Consultant will report to UNDP Operations Manager and work closely with procurement team/contract management team, as well as, the assigned personnel from UNDP/World Bank. A debriefing to the RR and DRR on the deliverable’s completion is expected at the end of the assignment.

Required Skills and Experience

I.****Qualifications of the Successful Individual Contractor:

  1. Qualification:
  • BSc in Civil Engineering or equivalent in engineering studies, or a related field is required. (master’s degree in architecture/civil engineering is an advantage).
  • Project Management Certificate (PMP) or a related Certificate is an advantage
  1. Experience:
  • Minimum of 5 years as an experienced Architecture/civil engineer in Saudi Arabia is required
  • Work experience as designer/architecture/civil works successfully delivering at least 1 similar project
  • Experience in the usage of computers and construction and architecture software packages and web-based management systems
  • Experience in the Saudi engineering context

II.****Language:

  • Fluency in Arabic.
  • Working knowledge in English.

I.****EVALUATION

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Individual consultants will be evaluated based on the following methodology.

Technical Criteria (CV review and Desk Review / Interview) – maximum 70 points. Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 49 points) will be considered for the next stage of evaluation, i.e. financial evaluation.

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Educational qualifications as defined in the ToR (up to 5 points).
  • Minimum of 5 years as experienced civil engineer in Saudia Arabia is required; (up to 10 points) (5 points for the 5 years + 1 point for each additional year up to 10 years maximum).
  • Work experience as civil works contract manager successfully delivering at least 1 similar project. (up to 8 points) (05 points for 1 similar project + 1 point for additional similar projects).
  • Experience in the usage of computers and construction and architecture software packages and web-based management systems (2 points).
  • Experience in Saudi engineering context (2 points).
  • Valid registration at the Ejtiaz Service by (SCE) Saudi Council of engineers (3 points).

  • Qualification and Experience (30 marks);

  • Interview (40 marks)

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

5 (outstanding): 96% - 100%

The individual consultant/contractor has demonstrated an OUTSTANDING capacity for the analyzed competence.

4 (Very good): 86% - 95%

The individual consultant/contractor has demonstrated a VERY GOOD capacity for the analyzed competence.

3 (Good): 76% - 85%

The individual consultant/contractor has demonstrated a GOOD capacity for the analyzed competence.

2 (Satisfactory): 70% - 75%

The individual consultant/contractor has demonstrated a SATISFACTORY capacity for the analyzed competence.

1 (Weak): Below 70%

The individual consultant/contractor has demonstrated a WEAK capacity for the analyzed competence.

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Financial proposal – Maximum 30 points

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II)

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The contractor shall submit a price proposal as below:

The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables. Financial proposal should include all relevant cost (consultancy fees, all envisaged travel costs, living allowances, etc.).

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate the financial proposal:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest-priced proposal

z = price of the proposal being evaluated

  • Financial Proposal: Applicants requested to submit a financial proposal. The financial proposal will specify the daily fee in Saudi Riyals – SAR. The fee shall cover all expenditures including fees, health insurance, vaccination, local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and official holidays are not payable.
