Background
The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.
UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal-SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.
UNCDF has developed expertise and a portfolio of programmes addressing the issue of local resilience called the Local Resilience Programme (LRP), with a focus on building resilience to climate change, environmental sustainability and food security through local governments and mechanisms for local government finance. The centerpiece of the Local Resilience Portfolio is the Local Climate Adaptive Living Facility (LoCAL). In line with the recommendations of the Mid Term Review of the LoCAL Facility, the LRP consolidates the LoCAL mechanism itself and more recent work in the field of municipal finance, urban resilience and food security. It includes investments funded through local public finance and investments that have a blended finance component. The LoCAL is a mechanism to integrate climate change into local authorities’ planning and budgeting through the regular intergovernmental fiscal transfer system using performance-based grants in a participatory and gender sensitive manner, increase awareness and capacities to respond to climate change at the local level including through ecosystem based solutions, and increase the quality and number of local investments that address climate change. It uses the grants and demonstration effect to trigger further flows for local climate action including global climate finance and national fiscal transfers. LoCAL also aims to support private finance for small and medium businesses and municipal finance and public-private partnerships. LoCAL is currently active in 14 countries in Africa, Asia and the Pacific, with another 13 countries preparing to join (at the design stage).
LoCAL combines performance-based climate resilience grants (PBCRGs) with technical and capacity-building support. PBCRGs ensure programming and verification of climate change expenditures at the local level and offer strong incentives for general performance improvements targeting areas of importance for enhanced resilience. The PBCRG can be seen as an earmarked cross-sectoral grant with conditions attached to the use of its funding for climate change adaptation beyond business as usual. Combined with regular grant allocations, PBCRGs enable 100 per-cent of the investments in climate-sensitive sectors to become climate resilient over time. They include a set of minimum conditions, performance measures and a menu of eligible investments. LoCAL focuses on the delivery of four outputs
that will directly contribute to increasing local governments’ access to climate finance and building resilience to climate change:
Output 1 – Awareness and capacities to respond to climate change adaptation at the local level are increased;
Output 2 – CCA is mainstreamed into government’s planning and budgeting systems and investments are implemented in line with the PBCRG mechanism;
Output 3 – The PBCRG system is effectively and sustainably established in participating countries and leads to an increased amount of CCA finance available to local government and local economy;
Output 4 – The role of local authorities and of the PBCRGS in addressing climate change are increasingly recognized at international level, through outreach, learning and quality assurance.
The initiative operates in three distinct phases:
- Phase I: Piloting, consists of an initial scoping analysis, followed by testing in two to four local governments. As of 2021, Lesotho, Tanzania and Tuvalu are in Phase I; The Gambia, Lao PDR, Mali, and Nepal are preparing to enter Phase II.
- Phase II: Consolidating, takes place in 5–10 local governments in a country. It involves collecting lessons and demonstrating the mechanism’s effectiveness at a larger scale. As of 2021, Bangladesh, Benin, Ghana, Mozambique and Niger are in Phase II.
- Phase III: Scaling-up, is full national roll-out of LoCAL based on the results of the previous phases and lessons learned. LoCAL is gradually extended to all local governments, with domestic or international climate finance, and becomes the national system for channeling adaptation finance to the local level. Bhutan is in Phase III, with budget support from the European Union; Cambodia has also entered Phase III.
Since its global scale up in 2014, LoCAL has engaged 304 local governments in 14 countries representing over 11 million people. Between 2014 and 2021, it has mobilized more than USD 125 million, including grants and technical assistance to countries. During the same period, 1,600+ climate change adaptation interventions were finalized across 12 countries using grants, or being planned in the next phase of LoCAL.
The work of LRP/LoCAL in the field of knowledge management and communication requires the services of an editor/graphic designer with experience in the field of climate change adaptation mainstreaming and local development planning and budgeting or related areas.
Duties and Responsibilities
Objectives of the Assignment
The objective of this consultancy is to support the work of UNCDF, in particular LRP/LoCAL, in the field of knowledge management and communication in respect to:
Implementation of UNCDF’s branding policy to LoCAL publications and communication materials:
- Ensure that all publications, reports and products are produced in line with UNCDF graphic guidelines;
- Implement the graphic guidelines in all LoCAL communication products;
- Deliver creative and innovative ideas for print, electronic, web-based and animated PPT presentations.
Design and lay-out of reports and other products:
- Editing/quality proofreading/copywriting of documents/publications;
- Design of reports and other communication materials for printing and electronic distribution;
- Improve and edit art-work, photos, charts and other graphic elements;
- Layout and design information and communication materials (banners, posters, booklets, leaflets, books, calendars, bulletins, flyers, cards);
- Create animations for illustrative purposes such as animations, infographics, presentations and more advanced solutions.
Detailed requirements for each individual assignment will be given to the selected designer as and when the designer’s services are requested.
Individuals with expertise in only one of the two aforementioned areas (either editor or graphic design) may subcontract another individual to be able to supplement and deliver the required services in both areas of expertise required by this TOR. However, regardless of the subcontracting of another individual, the primary individual contractor who submits a proposal for this requirement is the same individual that is expected to sign the contract with UNCDF, and shall be the same individual that is solely responsible for ensuring successful delivery of all services and obligations to be performed by their subcontractors. The contract that will be signed by the individual shall clearly state that sub-contracting shall not relieve the Contractor of any of its obligations under the Contract, pursuant to the Uncdf’s General Terms and Conditions.
Two (2) individual contractors will be engaged under this LTA based on their suitability to undertake specific call offs as determined and assessed by UNCDF based on the following criteria:
- Both consultants should fully meet the relevant experience specified in Section 7, “DEGREE OF EXPERTISE AND QUALIFICATIONS”
- One of the consultants who will prove to have the best track record/experience in editing/graphic designing in the French Language shall be dedicated to serve the need of the francophone countries. Francophone countries include Benin, Burkina Faso, Cote d’Ivoire, Guinea, Mali, Niger, Senegal.
- Another consultant who will prove to have the best track record/experience in editing/graphic designing in the English Language shall be selected for the English-speaking countries.
- In the event that both consultants have expertise and track record in both languages, UNCDF shall reserve the right to assign a call-off to one of the consultants during the life of the LTA, if the workload of the other consultant proved to be high enough to cause delays on the completion of further additional work, but only upon consultation and agreement with the party involved.
- Furthermore, should one of the consultants assigned to a specific region becomes unavailable for any reason, which the consultant shall communicate to UNCDF in writing, UNCDF reserves the right to engage the other consultant.
Expected Outputs and Deliverables
Working under the direct supervision of the LoCAL Programme Manager, the consultants will be responsible for the production of high-quality knowledge and communications products and perform the following tasks in the respective regions/countries they cover:

Editing/quality proofreading/
copywriting
- Editing English language of the draft document
- Checking for repetition and shortening of the document as needed
- Extract key messages for target audience
- For longer documents, prepare an executive summary
- Ensure traceability of changes by using track changes
- Submit to UNCDF for comments and acceptance
- Revise and finalize as discussed with the UNCDF
- If the project is to be done in multiple languages, same proofreading procedure described above applies
B)
Graphic design and layout of assigned communication product
- Propose 3 options of layout templates that can be used for various publications
- Revise the selected layout as discussed with UNCDF
- Design and layout the publications including highlighting key messages, quotes, tables, diagrams, maps, logos, and illustrations/photos
- Propose and insert quality photos illustrating MIF Initiatives and countries where it operates
- Submit to UNCDF for comments and acceptance
- Revise and finalize as discussed with the UNCDF

- Obtain a final sign off from UNCDF before submitting electronic files to the printer / publishing on website or other platforms
- Prepare the electronic files for the printer / animated products for publishing
- Send electronic files to printer and liaise with printer during printing process, receive and mark up final blueprint with final corrections from UNCDF
- Prepare high and low resolution electronic files for web-posting
- Submit all final files to UNCDF via sharepoint or other interactive cooperation tool
Contract Modality
This solicitation will be concluded by signing a Framework Agreement, also known in UNCDF as the Long-Term Agreement (LTA) for maximum period of three years.
LTA refers to a mutual framework agreement by and between UNCDF and an individual whereby the latter may, at any time within the duration of the LTA, be required to render the agreed services at the agreed and fixed unit prices. An LTA specifies the unit price, scope of work, allowing for a framework agreement to be used when the consultant’s services are needed.
When a request for service arises, and within the scope of the LTA, UNCDF can engage the individual holding an LTA through a “call-off” of the LTA. Every call-off shall have specific TORs which includes tasks, scope of services and outputs to be delivered within a specific period of time. The call off process will review and evaluate the consultant based on their expertise and experience as per the ToR and in consideration to the job requirement.
For this particular process, the call-off shall be formalized through the issuance of a Purchase Order, attaching thereto the TOR, and any other document relevant to the call-off. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is issued.
The LTA shall have a cumulative ceiling amount that may accrue to the individual contractor during the life of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume. It is important to note that, under an LTA, UNCDF does not guarantee that any specific quantity of services shall be made during the term of this agreement. The LTA does not form a financial obligation nor commitment from UNCDF at the time the LTA contract is signed.
As a result, the consultant under this contract will be engaged on a need-based consultancy basis, as and when called upon to do so by UNCDF LoCAL Programme Manager and/or designate(s) from UNCDF LoCAL Programme Manager at an agreed upon “rate” and per an agreed TOR for each call-off.

Monitoring, Progress Controls, and Payment
- A schedule of products/outputs produced and costs incurred will be monitored and reviewed by the LoCAL Programme Manager;
- Services will be delivered on an on-call basis and paid in United States Dollars upon successful completion of the assignment and confirmation of acceptance by the LoCAL Project Manager;
- The Consultant(s) is responsible for providing his/her own laptop or any required equipment during the course of his/her engagement with UNCDF.
- The contractor shall submit the invoices specifying the outputs delivered and the Certificate of Payment form, a template that will be provided by UNCDF.
- The following supporting documents will serve as conditions for payments to an Individual Contractor(s): (i) submission of an invoice in the form of Certificate of Payment (COP); (ii) submission of all deliverables; and (iii) review, approval and written acceptance of each deliverable by the LoCAL Project Manager and any other Project/Programme Manager designated by LoCAL Project Manager.
(Note on Review time required: When the deliverables are submitted to UNCDF, the consultant shall allow an average review period of two (2) weeks for UNCDF to make an assessment of the outputs, and determine if they can be accepted or if further changes will be required.)

The individual consultant will have the following qualifications and experience:
- At least bachelor degree in Environmental Science, Climate Change, International Development, Translation, Communication, Journalism, Philology, Literature or other related fields.;
- At least 8 years of professional experience in the fields of editing/quality proofreading/copywriting in the field of climate change, environment, and local development and at the same time with a minimum of 15 years of professional experience in the fields of graphic design and layout of high-quality knowledge and communication materials in the field of climate change, environment and local development;
- Knowledge of relevant software for production of high-quality publications, ready-to-print files and electronic versions for web-posting;
- Strong analytical and writing skills and track record in producing relevant knowledge and communication materials for various target audiences including government counterparts, donors, United Nations organizations, and the general public;
- Professional experience with multi-country development programmes/projects, particularly in the climate change, environmental and local development fields, is also a requirement;
- Fluency in written and spoken French and/or English languages is required;
- Past experience with UN, particularly with UNCDF, is an asset, but not a strict requirement;
- Past experience with EU-funded programmes and projects is an asset, but not a strict requirement.

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNCDF under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the all-inclusive financial proposal submitted to UNCDF.
Failure to submit all the aforementioned documents may result in rejection of the application.
EVALUATION PROCESS
Applications will be rated on both technical and financial submissions. The following selection method will be used: Highest rated proposal using the combined scoring method, which assigns the weight distribution between the technical and financial proposals. The overall combined score will be 100 points, where weight distribution shall be 70% technical (30% desk review + 40% interview) and 30% financial.
Step I: Screening
Applications will be screened and only applicants meeting the following minimum criteria will progress to the pool for shortlisting:
- At least bachelor degree in Environmental Science, Climate Change, International Development, Translation, Communication, Journalism, Philology, Literature or other related fields;
- At least 15 years of professional experience in the fields of graphic design, communications materials, quality editing/quality proofreading/copywriting in the field of climate change, environment, and local development;
Step II: Shortlisting by Desk Review: (100 Points X 30%)
UNCDF will conduct a desk review to produce a shortlist of candidates and technically evaluate candidates as follows:
- Professional experience in the fields of editing/quality proofreading/copywriting (15 points)
- Professional experience in the fields of graphic design and layout of high-quality knowledge and communication materials (15 points);
- Knowledge of relevant software for production of high-quality publications, ready-to-print files and electronic versions for web-posting (10 points);
- Educational qualifications as defined in the ToR (5 points);
- Professional experience with multi-country development programmes/projects (5 points)
- Past experience with UN, particularly with UNCDF (5 points)
- Past experience with EU-funded programmes and projects (5 points)
N.B.: only candidates who obtained at least 70% of points from the above desk review (who will score at least 42 points) will have their sample of previous work analyzed.

Step III: Technical interviews (100 points x 40%)
A competency-based Interview shall be conducted with the top three or four candidates who score the highest in Step II (minimum of 70 points). Candidates will be tested on the same key work areas, in greater depth, with the same weighting, namely:
- Relevant experience
- Technical Knowledge
- Fluency in English
Only candidates obtaining a minimum of 70% on the total of Step II: Desk Review and Step III: Interview will be considered as technically qualified and will be reviewed further for financial evaluation.
Step IV: Financial Evaluation:
The financial proposal shall include an all-inclusive unit price for each item listed in the Rate card Template in Annex A. ((The rate quoted for each item shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, as well include any other applicable cost to be incurred by the IC to complete the assignment).
The following formula will be used to evaluate financial proposal:
PO = 100 x LowPO / Ppo
Where:
PO = Total price offer score
LowPO = Total Lowest price offer
Ppo = Total Proposed price offer
The lowest price offer will score 100.
Final comparison of the financial proposals will be based on estimated final price of the expected volume for all items/services included in the table presented in Annex A. It is noted, however, that the figures presented therein are to be interpreted as purely estimates of volume of work during the lifetime of the LTA and therefore shall not constitute or imply financial commitments from UNCDF.
The Final Result – FR will be given by the sum of the technical evaluation final score (TC) multiplied by the factor 0.70, with the Price Offer final score (PO) multiplied by the factor 0.30, or by the following formulae:
FR = TC x 0.70 + PO x 0.30
Step V: Award of Long-term Agreement (LTA) :
The award of the LTA will be made to applicant whose offer has been evaluated and determined
- Responsive/compliant/acceptable vis-à-vis the requirements of the TOR and the project operating environment; and
- Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria.
