How can you make a difference?

The post sits within the Office of the Deputy Representative for Programmes, under the supervision of the Deputy Representative, Programme. The incumbent of the post will serve as an emergency focal point for the Country Office, will provide coordination support in implementation of Humanitarian Strategy and Action Plan of Egypt Country Office, will coordinate humanitarian programme operations within office, Regional Office and with partners. The position will also support in fund raising for humanitarian programme, will monitor allocation and utilization of humanitarian resources, , draft funding proposals, donor reports, preparation of briefing notes and response to ad hoc requests for information.

Summary of key functions/accountabilities:

1. Emergency coordination

Support to coordinate implementation of Humanitarian Strategy and Action Plan of Egypt Country Office.

Coordinate inputs to update annual Humanitarian Action for Children appeal (both 3RP and COVID), RO HAC revision, roll out of CCC and North Sinai Programme Strategy, in coordination with programme sections.

Support to coordinate the development of the Country Office Emergency Preparedness and response Plan, gathering information on best practice and monitoring compliance with minimum preparedness standards. Finalize/update EPP as and when necessary.

Attend and represent UNICEF Egypt in inter-agency and partner fora, including but not limited to the Inter-Agency Working Group, Inter-Sector Working Group, North Sinai Coordination Committee, Emergency Management Team and the Emergency Taskforce.

In the event of an emergency, assist in implementing initial operational tasks, collecting reliable information to verify the nature and extent of the emergency. Inform senior management and relevant colleagues of such information.

2. Humanitarian fund management, reporting and resource mobilization

Draft SitRep for Dep Rep’s review and clearance.

Facilitate effective humanitarian contribution management through monitoring of fund allocations and utilization in line with donor conditions.

Build and maintain UNICEF’s partnerships with national counterparts, and other development partners, in support of resource mobilization for humanitarian programme.

Ensure timely submission of donor reports by gathering of information, consolidation, and ensuring compliance with donor conditions regarding utilization of funds.

Prepare humanitarian funding proposals for donors within their portfolio, in coordination with relevant programme sections.

Provide briefing notes and talking points for senior management meetings (covering both regular and humanitarian programme) with donors, partners, UNICEF RO and HQ

3. Any other business, as required by the country office.

To qualify as an advocate for every child you will have…

  • University degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • Minimum of two years of professional experience in one or more of the following areas is required: public affairs, programme development/management, resource mobilization, external relations, or other relevant area.
  • Experience in humanitarian programming, writing donor reports, briefing notes and talking points is required.
  • Previous work experience in emergency preparedness or working in a humanitarian/emergency context is highly desirable.
  • Experience in the preparation of humanitarian appeals, emergency preparedness and response plans is an advantage.
  • Fluency in Arabic and English (verbal and written) is required.

Technical Skills required:

  • Current knowledge of development issues, strategies, as well as programming policies and procedures in humanitarian programme.
  • Strong communications skills, verbal and written.
  • Strong networking and negotiation skills
  • Strong familiarity with political and governmental processes
  • Ability to work in a multicultural environment with humanitarian team, UN agencies and other development partners both within and outside the organisation.
  • Knowledge of Humanitarian situation of the country
  • Ability to conduct sound policy analysis.
  • Ability to contribute to formulation of humanitarian strategies and policies.
