This UNV assignment is part of The Cameroon Human Security programme phase 2 which is implemented by four UN agencies: UNDP, UNICEF, FAO and UN-Habitat. This programme is under the strategic oversight of the UN Resident Coordinator and benefits from the support of the Resident Coordinator Office.

Cameroon Human Security Programme – phase 2: Recovery and Resilience in the Far North region of Cameroon: Operationalizing the Humanitarian-Development-Peace Nexus through the Human Security Approach: The second phase of the Human Security (HS2) programme in Cameroon is embedded into the Humanitarian-Development-Peace (HDP) Nexus approach developed in support of the Cameroonian populations living in crisis-affected regions. The second phase of the programme started in 2022. The overall objective of the HS2 programme is to build on humanitarian dividends to improve communities’ living conditions and livelihood opportunities for the vulnerable populations residing in two municipalities in the Far North region (Mokolo and Fotokol) through the operationalization of the Humanitarian-Development-Peace Nexus and through the Human Security Approach. Management Structure UNDP is the Lead Agency and the Administrative Agent for the programme. It is foreseen that the programme will be integrated in the Communal Development Plan and the Annual Investment Programme of each municipality. As such, it will come under the overall coordination of the Mayor and the Municipal Council. The HS2 Program Management Committee is chaired by the HS2 Coordinator to lead the coordination and monitoring of the results of the programme. The HS2 programme management committee will be composed of the project managers of each agency (FAO, UN-Habitat, UNDP, UNICEF) focal points and Monitoring and Evaluation (M&E) specialists of the four agencies. The HS2 programme management committee will meet monthly in Maroua. A HS2 Technical Management Committee will be created and co-chaired by the programme coordinator and a representative of the Governor. The HS2 Technical Management Committee should meet every three months in Maroua. The technical management committee will include regional, prefectural and local authorities, representatives of populations, the four agencies and representatives of other key stakeholders. The technical management committee will coordinate, monitor and evaluated the implementation of the programme. The technical management committee will conduct a joint field visit with senior management in 2023 to share the information and experience with national/local authorities. Donor visits will be welcome to check the implementation of the programme and the application of the human security approach. Coordination capacity.

Within the delegated authority and under the supervision of the Humanitarian Development Peace Nexus Coordinator or his/her designated mandated representative(s), the UNV HS2 Programme Coordinator will:

• Coordinate the activities and monitor the results of the Human Security 2 Programme; • Foster synergies and increased coordination in the Nexus areas of convergence; • Coordinate the operationalization process of the HDP Nexus in convergence areas.

1. Coordinate the activities and monitor the results of the HS2 Program

• Chair the HS2 Program Management Committee set up to lead the coordination and monitoring of the results of the programme;
• Facilitate the coordination, monitoring and evaluation of the implementation of the HS2 program;
• Create and co-chair the HS2 Program Technical Management Committee in Maroua with a representative of the President of Regional Council of the Far-North region;
• Supervise the two Nexus Specialists based in Mokolo and Kousséri (covering Fotokol);
• Organize joint field missions;
• Regularly report on progress, challenges, and opportunities;
• Organize donor missions to check the implementation of the programme and the application of the human security approach;

2. Foster synergies and increased coordination in the areas of convergence

• With the support of the Nexus Specialists based in the municipalities of Mokolo, Fotokol and Logone-Birni:
• Develop a common understanding of the HDP Nexus approach within the humanitarian, development, and peacebuilding communities (regional and local authorities, civil society including women and youth groups, faith-based organisations, religious and traditional leaders, other population representatives, INGOs and UN agencies) through discussions, advocacy and training in the areas of convergence.
• In close coordination with project partners, increase the understanding of the programmatic approach and the impact the HS2 project is trying to achieve at local level through consultations between mayors and technical teams in the municipalities, including establishing platforms for communication between the project team and the mayors/municipal councils.
• Ensure coordination between technical teams and local stakeholders in the targeted communities, through joint community consultations and inclusive approaches.
• Establish a consultation framework between local authorities of the areas of convergence to enhance discussions on addressing issues, influence way forward, and provide an overview on the achievements.
• Based on identified priorities from local actors, provide feedback to project partners and propose actions for adapting the approaches where applicable and if feasible.

3. Coordinate the operationalization process of the HDP Nexus in convergence areas

• Jointly with the Nexus Regional Task Force of the Far-North led by OCHA and Plan International.
• Support the Nexus Regional Task Force on the operationalization process in convergence areas.
• Oversee the operationalisation process of the HDP Nexus in convergence areas: starting by the HDP joint analysis and the development of the common action plans.
• Coordinate the process of the HDP joint analysis – which includes a mapping of all actors and interventions in the area – in Mokolo and Fotokol. A methodology on how to conduct a joint analysis in areas of convergence has already been developed and serves as a guidance.
• Ensure the mapping of HDP interventions in the area is up to date – both in Excel and on the interactive map of the Nexus webpage.
• Ensure the municipalities of Mokolo, Fotokol and Logone-Birni have joint action plans – this should be done by the Nexus Specialists in the convergence areas.
• Ensure the priorities identified in the joint action plans are integrated in the development plans of the targeted municipalities (PCD).
• Establish and oversee HDP Nexus coordination mechanisms for the selected convergence areas in the Far North. The municipality of Mokolo has already agreed on a coordination mechanism. The - - -- Task Force of the Far-North is currently working on a ToR for the coordination mechanism in Logone-Birni,
• Ensure monitoring and evaluation mechanisms are put in place in the Nexus convergence areas.
• Keep up to date the information and the documents developed by the Regional Task Force in the Nexus webpage.
• Inform the Regional Task Force about progresses in the Nexus areas of convergence.

14. Results/expected outputs:

The HS2 Programme Coordinator / Far-North HDP Nexus Coordinator will coordinate among humanitarian, development and peacebuilding partners the synergies of strategies and programmes supporting populations affected by crisis in areas of convergence in the Far North region of Cameroon where the complementarity of mandates may enable more effective solutions geared towards conflict prevention.

Specific results expected: - The activities of the HS2 Programme are well coordinated and complement other interventions in the selected areas of convergence. - The municipalities of Mokolo, Fotokol and Logone-Birni conduct the HDP joint analysis process and identify priorities in a joint action plan. The priorities of the joint action plan should be reflected in the communal development plan (PCD). - The mapping of actors and interventions is up to date for Mokolo, Fotokol and Logone-Birni. - The municipalities of Mokolo, Fotokol and Logone-Birni have an adequate coordination mechanism in place for the HDP Nexus.

Moreover, - As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support is rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including: - Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Social Sciences, Public Administration, Business Administration, Economics, Political Sciences, Development Studies or related field At least 6 years of professional work experience in humanitarian or development project/programme management; experience with monitoring and evaluation is an asset, as is experience working in the UN or other international development organization; • Knowledge of the Humanitarian, Development, Peace (HDP) Nexus is an asset; • Excellent oral and written skills; excellent drafting, formulation, reporting skills (both in English and in French); • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, Powerpoint etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness.

The UN Volunteer will be based in Maroua town which is well connected by air transport to Yaoundé through Camairco and UNHAS. Most facilities are available in Maroua town. The person will travel to Mokolo and Fotokol. Fotokol is a red area and a security clearance from UNDSS as well as a military escort is needed to access the area.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
