Org. Setting and Reporting This position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS).

The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilization of economic and development assistance and coordination of humanitarian assistance.

El Fasher: The Human Rights Officer-Women Protection Adviser will report to the Human Rights Team and the Senior Protection Women Adviser.

Kadugli: The Human Rights Officer-Women Protection Adviser will report to the Head of Office and Senior Protection Women Adviser in coordination with the Human Rights Coordinator.

Responsibilities Within the limits of delegated authority, the Women Protection Adviser will be responsible for the following duties:

•Supports the implementation of Security Council Resolutions 1820 (2008), 1888 (2009) 1960 (2010), 2106 (2013), 2242 (2015), 2331(2016) and 2467 (2019)on Conflict-related Sexual Violence (CRSV) in close coordination with other WPAs and other mission components. •Supports the implementation of the Framework of Cooperation of the Republic of Sudan and the United Nations on the prevention and response to sexual violence in conflict, in the designated mission area, in close coordination with local authorities, UN partners and civil society organizations. •Monitors, investigates and reports on sexual violence in conflict with respect to the Monitoring, Analysis and Reporting Arrangement (MARA) and sexual and gender-based violence. •Regularly updates the human rights case database with CRSV case information and contribute to the identification of patterns and trends through its analysis. •Conducts investigations of violations of human rights and humanitarian law related to CRSV, and takes part in assessments, evaluation and development of sexual violence protection plans for women, men and children. •Provides technical advice for civil society, national authorities, NGOs and the UN and other international actors to promote the inclusion of CSRV prevention and response in their activities. As required facilitates training and education events and undertakes capacity building activities. •Works closely with Child Protection Advisers (in peacekeeping and political missions), UNICEF Child Protection Officers or other actors leading on the implementation of 1612/1882 MRM and contributes to information exchange and coordinated monitoring, verification and reporting. •Supports the referral of survivors of sexual violence in seeking protection, redress and accountability for sexual violence and, contribute to the development and strengthening of the referral pathway as appropriate. •Supports the work of the Human Rights component in the implementation of recommendations related to Sexual violence emanating from the human rights treaty bodies, special procedures and other mechanisms of the UN Human Rights Council, as well as of other UN bodies. •Supports the work of the Human Rights component in legislative and rule of law reform in line with international human rights norms related to addressing sexual violence. •Supports more senior staff and/or team leaders in staffing, planning and budgeting as required. •Provides guidance and coaching to new or more junior staff. •Performs other related duties as required.

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Education An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in the human rights field or closely related areas is required, of which at least half should be in human rights is requried A minimum of one year of human rights monitoring and reporting experience is required Experience monitoring, investigation and reporting on conflict-related sexual violence and sexual and gender-based violence is required. Experience conducting of human rights investigations in conflict context/environment is required Experience in capacity building activities for the protection and promotion of human rights including women protection activities is required A minimum of two (2) years of experience in conflict related sexual violence work in a similar security/political and in a field operation of the United Nations Common System or a comparable international organization is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Knowledge of Arabic is desirable.
