Org. Setting and Reporting This post is in the Office of the High Commissioner for Human Rights (OHCHR) and is located within the Human Rights and Protection Division (HRPD), of the Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA). The Human Rights Officer (Deputy Coordinator) reports to the Senior Human Rights Officer (Coordinator) leading the implementation at the field level, of the OHCHR G5 Sahel Compliance Framerwork Project (FC-G5S) in Bamako, Mali.

Responsibilities Within delegated authority, the Human Rights Officer (Deputy Coordinator) will be responsible for the following duties:

-Drafts, reviews, and coordinates inputs into a variety of reports, including internal reports, public human rights reports, and Secretary-General reports on the project and priority thematic issues including under the Monitoring, Analysis and Reporting Arrangements, ensuring quality and conformity with standards;

-Analyzes and synthesizes significant amounts of information of relevance to human rights, including from open sources;

-Reaches out to various UN actors to collect and analyze information of relevance to human rights and coordinate with other technical actors that contribute directly or indirectly to the implementation of the Compliance Framework;

-Ensures the effective flow of information and channels human rights analysis and concerns for inclusion in crisis management and response; as well as to influence decision, strategy and policy-making;

-Advises on appropriate policies and strategies to better protect human rights in the area of operations of the Joint G5 Sahel Force (FC-G5S);

-Develops procedures, policies, measures and mechanisms for the effective implementation of the Human Rights/IHL compliance framework of the FC-G5S including in the areas of: integrating Human Rights and IHL in the planning of military operations and After-Action-Reviews; Casualty and Incident Tracking and Recording; Complaint reception; Accountability; Selection & Screening; Training; Monitoring & Reporting; Rules & Regulations;

-Provides strategic guidance to the UN on the implementation of the Human Rights and IHL Compliance Framework of the FC-G5S;

-Ensures cooperation and appropriate communication with OHCHR in the sharing of Information and best practices, and in the creation of policies;

-Contributes to the integration of gender perspectives/considerations and specific women/girls' rights issues in all activities, programmes and strategies;

-Advises on the implementation of and, where relevant, designs the mechanisms of the human rights/IHL compliance framework of the FC-G5S and evaluates its impact;

-Monitors and ensures reporting on compliance of the project's capacity building activities with appropriate UN policy directives and methodology;

-Ensures close coordination with Human Rights project staff, OHCHR, and other relevant UN entities monitoring activities in compliance with UN methodology and relevant to the observance of international human rights and humanitarian law;

-Provides substantive coordination and oversight as required to the Project offices, ensuring a link between operations, strategic direction and results targeted by OHCHR's support to the FC-G5S, including in its results- based work-plan;

-Serves as the deputy project coordinator upon delegation from the Project Coordinator; with responsibility for carrying out work coordination and administrative functions relating to staffing, planning and budgeting;

-Performs other duties as required.

Competencies PROFESSIONALISM: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Knowledge of International Humanitarian Law and Human Rights in military and counter-terrorism contexts. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education Advanced university degree (Master's degree or equivalent) in law, political science, international relations or another discipline related to human rights. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. A minimum of two (2) year experience working in a United Nations common system field operation (inclusive of peacekeeping missions, special political missions and similar field operations in UN agencies, funds, and programmes ) - or similar international organisation or non-governmental organisation – on human rights monitoring and reporting is required. Experience in the implementation of Protection of Civilians is desirable. Experience with the implementation of the Human Rights Due Diligence Policy (HRDDP) is desirable. Experience in the management of human rights programmes and projects is desirable. Experience working with Security/Military forces is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required.
