Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Bamako. Bamako is classified as a "D" duty station and a non-family duty station. The incumbent will serve as Human Rights Officer in the office of Director of the Human Rights and Protection Division.

Responsibilities Within delegated authority, the Human Rights Officer will be responsible for the following duties: - Coordinates and facilitates the implementation of the human rights component mandate by keeping the Director informed on all matters requiring his/her personal attention, assisting in formulating options for action, ensuring follow up, providing political analysis, advice and reporting on policies, strategies and other measures. - Serves as a liaison with OHCHR headquarters in Geneva and the New York Office and with other departments and agencies based in Mali, as well as with the diplomatic community; - Assists in planning and managing the Director 's schedule and missions, participating in relevant meetings, preparing notes for the file that reflect discussions and decisions made, and ensuring that all necessary follow up action is taken. - Drafts and/or reviews substantive documents and reports for the Director clearance as well as edits and reviews briefing notes, talking points, letters and meeting notes and follow-up appropriately on the action points; - Coordinate the preparation of budgets submission, including projects proposals and programme planning, as well as monitoring and reporting on performance and achievements, - Act as a liaison to the Office of the DSRSG-P and DSRSG/HC/RC as well as with Office of the Women Protection Adviser and the Child Protection Section in line with the policy for the consolidation of protection functions within human rights component; - Support advocacy activities with government officials, the UN Country Team (UNCT) and Humanitarian Country Team on strategies to better protect and promote human rights and mechanisms to stop impunity and redress human rights violations in the mission area. - Support a human-rights based approach in the design and implementation of MINUSMA's preventive diplomacy, good offices, national dialogue, mediation initiatives, and other matters as appropriate; - Drafts, reviews and coordinates the timely delivery of a variety of human rights reports including with regards to public reports; - Contributes to the integration of human rights in humanitarian action, through participating or coordinating emergency preparedness and response activities including in the work of the Protection Cluster, as appropriate. - Works directly with other components of the UN peace missions, including the police and military, to integrate human rights considerations into the planning and review of their programs and operations, including through developing procedures and policies, as appropriate. - Performs other related assignments as required.

Education Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or other related area is required.

Experience in human rights monitoring and reporting, including in the implementation of the Human Rights Due Diligence Policy as well as engaging with armed groups for the protection of civilian is required.

Field experience in a complex political and security environment is required.

Experience working in the United Nations Common System or any other similar large organization and/or working in a peacekeeping operation, special political mission or any other field operation is desirable.

Experience in strategic planning, programme management and/or results-based programming is desirable

Experience working in the office of a senior official or a senior public official is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency at writing and speaking in both French and English is required.
