The United Nations OHCHR in Uganda is based in Kampala with field offices in Moroto and Gulu. In implementing the mandate of the High Commissioner for Human Rights, OHCHR Uganda carries out interventions under five thematic areas: Strengthening the rule of law and accountability for human rights violations; Enhancing and protecting Civic Space and people’s Participation; Integrating human rights in sustainable development; Enhancing equality and countering discrimination; and Increasing implementation of the international human rights mechanisms' outcomes. OHCHR’s interventions relate to the provision of technical assistance, including legal advice and capacity building, monitoring of human rights issues, and engaging in advocacy, among others. This post is in the United Nations Office of the High Commissioner for Human Rights (OHCHR) Kampala Office. The objective of this 06 months NUNV post is to support the Kampala Monitoring team in enhancing and protecting Civic Space and people's Participation, the NUNV will focus on strengthening capacities in the field of early warning, prevention and protection of human rights in situations of conflict and insecurity; as well as shrinking democratic and civic space.

Under the overall supervision of the Head of Office and the direct supervision of the Human Rights Officer in charge of Kampala Human Rights Monitoring team, the NUNV will under• take the following tasks in support to the implementation of the OHCHR Uganda work plan; • Assist in regular collection, analysis and reporting on human rights abuses and variations reported on both print and electronic media • Receive victims of alleged human rights violations and liaise with the team for possible collective action • Assist in maintaining awareness of current human rights issues, including relevant political and legal developments in the country • Assist in the distribution of human rights education and promotional materials to the public • Contribute to regular reports on on-going and completed activities • Assist in the organization and administrative arrangements of training activities and workshops • Participate in relevant meetings, seminars and workshops and prepare relevant meeting records • Providing support on human rights-based approach mainstreaming

Results/Expected Outputs

Periodic reports on human rights violations/abuses reported on both print and electronic media. ​Victims of human rights abuse are received and directed to the right officers for advice. ​Timely and effective distribution of human rights education materials to the public. Contribute to reports on on-going activities. ​Well organized meetings, workshops ans seminars

Accountability, Communication, Ethics and Values Integrity

Experience working with international human rights standards, instruments and mechanisms is an added advantage.

The UN Volunteer will be based in Kampala, the capital city of Uganda that is located at 1,200 metres (4,000 feet) above sea level with a pleasant climate all year round which is uniformly warm and moderately humid, and temperatures that range between 20 and 30 degrees Celsius. It is a family duty station that presents relatively good living conditions with adequate housing facilities (houses and apartments) readily available to rent, and with most of the economic and social amenities also available at affordable cost. Most commodities are available in the large supermarkets and a wide variety of local markets that offer plenty of available fresh food stuffs of all kinds, and there are many restaurants for every taste and pocket. There are 3 international telecommunication systems (mobile telephony networks), easy access to 4G/3G internet and modern banking facilities. However, as a developing country, Uganda has developing infrastructure with common challenges like power cuts and water rationing. The city has good security but under UN Security system – Level Three of which all new staff undergo security briefing by United Nations Department of Safety and Security (UNDSS) who also provide elaborate security documents as well as regular security situation updates.
