Organizational Setting

The Human Resources Division is composed of 2 main clusters, (i) the Integrated Talent Management unit, which provides advice guidance on position management, recruitment, mobility, training & development, performance management, social security, HR reporting and business analytics, and (ii) the HR Strategy and Policy unit, which provides HR strategic guidance, policy and oversight. We are seeking HR Consultants (HR Specialists) for several assignments in the Human Resources Division –under the cluster (i) Integrated Talent Management unit, within the Recruitment & Staffing Team.

The position could be Rome based or Homebased from another location.

Reporting Lines

The HR Specialist will work under the guidance of the Senior HR Officer leading the Recruitment & Staffing Team.

Technical Focus

Talent Management: recruitment, selection, staffing, mobility, competency-based assessment(s), outreach

Tasks and responsibilities

• Support FAO’s hiring managers on staffing needs, recruitment and talent management, specifically assisting offices with a high vacancy rate • Contribute to the overall planning and organization of recruitment and selection process for FAO Offices at HQ, or in Country Offices • Analyse HR requirements, information, data, statistics, and/or challenges to support service delivery, new HR initiatives, and the preparation of plans, strategies, reports, procedures; • Provide specialist HR advice and expertise to designated hiring manager, on specific or complex recruitment cases, policy and procedures applied to recruitment and staffing matters, best practices, etc.; • Candidate Outreach - Liaise with external recruitment sources to ensure supply of suitable and qualified candidates; develop best practice candidate sourcing techniques to enhance the candidate pool, review the effectiveness of recruitment sources and take action for improvement. • Review and identify staffing needs and provide advice and guidance to hiring managers on outreach and sourcing of qualified candidates in accordance with the target on gender and geographic representation • Monitor recruitment and selection activities and prepare relevant analytical reports • Assist FAO Offices at HQ, in selection panels as and when required; • Produce reports on assigned work

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in human resources, management, business administration, organizational development, industrial psychology, law, social sciences or a related field. • At least seven years of relevant experience in human resources management, including development and implementation of talent acquisition and outreach, recruitment and selection. Experience in the United Nations Common System is a strong asset. • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Demonstrated ability to identify issues, proactively formulate analysis and advice, draw conclusions and recommendations on a wide range of policy, operational, management and administrative HR-related matters; • Extent and relevance of experience in human resources planning and management, including talent management, talent acquisition and outreach, recruitment and selection • Knowledge of automated human resources management system; familiarity with Enterprise Resource Planning systems is required • Ability to coordinate the work of others
