The war in Ukraine has triggered the fastest growing refugee crisis since World War II. The overwhelming majority of refugees are women and children, often separated from husbands and fathers who remained in Ukraine; older people; and significant numbers of unaccompanied children, including those from state care facilities.

Local and national authorities have established reception facilities at border crossing points to receive new arrivals and are providing life-saving assistance, including accommodation, food, and other basic needs, as well as onward transport for those moving to urban centers. In the reception centers, information is also provided on the asylum process and temporary protection, as well as on the risks of trafficking. Access to basic rights and services, such as health, has been facilitated. Steps have already been taken to foster protection and inclusion into national systems, such as for health and education. Referral services are being scaled up, focusing especially on case management and protection of unaccompanied children and those evacuated from boarding schools, institutions and other alternative care arrangements, survivors of gender-based violence (GBV), victims of trafficking, persons with disabilities and other vulnerable groups

How can you make a difference?

Under the supervision of the HR Manager, the position will lead the talent development pillar within the HR section, focusing on three key areas: learning and development, performance management, and career development. The incumbent will be responsible for shaping and directing UNICEF’s overall strategic framework for talent development and creating a clear linkage with the programme needs.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Learning and Development

  • Devise a 2023 learning strategy for country office that links with the needs of the UNICEF country programme.
  • Establish and chair the country office learning and development committee.
  • Organize and facilitate trainings on key office learning areas.
  • Rigorously monitor and evaluate the completion of mandatory courses.

Performance Management

  • Support the HR manager in the organization and structure of office calibration meetings.
  • Create a proposal for an office-wide approach to recognize and reward outstanding performance.
  • Advise hiring managers and clients on complex performance management cases.
  • Provide day-to-day performance guidance to line management and business partners so that both staff and managers are equipped with the tools to handle performance conversations.
  • Provide technical support in equipping managers with the tools to deal decisively with underperformance; and develop, motivate and stretch high performers.
  • Helps develop and conduct workshops for both staff and line managers on having performance management conversations, using the achieve performance management system, as well as coordinating divisional calibrations.
  • Monitor performance review completion rates.

Career Development

  • Create an office-wide mentoring programme.
  • Provide managers with coaches to foster their leadership development.
  • Create long term agreements with professional coaching associations.
  • Regularly conduct workshops and guidance on career conversations, career management, and applying for positions.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: human resources, psychology or any other social science field.
  • A minimum of five years of professional experience in human resources management is required.
  • Experience in shaping and initiating initiatives and programmes related to learning, performance management and/or career development is desirable.
  • Fluency in English and local language of the duty station is required.
