Organizational Context:

UNICEF India has a staffing strength of 500+ located in its main office in New Delhi and across 14 field locations in India.

The post of Human Resources Specialist reports to the Human Resources Manager. The post holder may directly supervise national staff members, including the provision of coaching and guidance to ensure effective management of work, workload, performance and capacity and career development. The post holder may occasionally supervise interns as well as individual and/or corporate consultants/contractors.

How can you make a difference?

Purpose of the job:

Under the direct supervision and guidance of the HR Manager or and the Chief HR , the HR Specialist is a key senior Human Resources business partner responsible for the delivery of state-of-the-art human resources services to his/her clients across UNICEF India. The HR Specialist is accountable for implementing HR services that enhance the capacity of their clients to deliver on their business goals and objectives. In doing so, the incumbent demonstrates the ability to anticipate HR-related needs and develop subsequent plans and solutions that align HR management with business objectives.

As a “one stop shop” for clients, the HR Specialist supports both managers and staff through the full employment cycle. The HR Specialist will play a key role in skills gap analysis, staffing needs, recruitment sourcing options, onboarding and orientation, performance and career management, as well as supporting learning and development. The HR Specialist is able to combine an understanding of the client’s priorities and business strategies with the ability to implement best practice HR expertise and practices to meet those needs. As an HR business partner, the HR Specialist provides value-added guidance that reflects the priorities and values of the organization and works with internal clients to deliver results.

Key functions, account-abilities and related duties/tasks:

Business Partnering:

  • Serve as the single point of contact for his/her client portfolios on advice pertaining to all aspects of the employment life cycle.
  • Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.
  • Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
  • Promote the organizational goals and targets for gender equity and cultural diversity.

Strategic Human Resources:

  • Support and contribute to UNICEF India HR strategy formulation and implementation, taking into consideration UNICEF regional and global strategy and priorities.
  • Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.
  • Keep abreast, research, benchmark, and implement best and cutting-edge practices in HR management and contribute to the development of policies, procedures and introduce innovation through sharing of best practices and knowledge learned.

Implementation of assigned Human Resources Services:

  • Provide HR services such as recruitment, job classification, career development, performance management, data analytics, learning & development and others for the implementation of efficient client services that help attract, retain and motivate staff of the highest caliber.
  • Analyze and synthesize issues and problems, and interpret established policies and guidelines to address and recommend solutions or further actions required.

Learning and Capacity Development:

In collaboration with the Learning and Development unit within the HR section:

  • Support learning plans for staff to enhance their knowledge and build skills in new areas.
  • Contribute to the mapping of competencies for staff in assigned client portfolio in support of the development of talent.
  • Support in the recommendation of efficient and cost-effective learning options which strengthen staff capacity to contribute effectively to business goals.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
  • Provide orientation briefings to new staff.
  • Provide day-to-day performance and talent management guidance to line management (e.g., coaching, career development, career conversations, etc).

HR Data Analytics:

  • Interpret and analyze HR data to help inform strategic decision making on HR processes and strategies.
  • Support or develop data collection systems to optimize data quality.
  • Coordinate the provision of assistance to support HR information management.

To qualify as a champion for every child you will have…

Education: An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.

Experience: A minimum of five (5) years of increasingly responsible professional experience in human resource management in an international organization and/or large corporation is required. Experience in managing or working in a HR Business Partnership Unit is an asset.

Language: Fluency in English is required. Knowledge of the local language of the duty station is considered as an asset.
