UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Information Technology.

GSSC has won the 2019 Business Services Firm of the Year in Hungary, 26 regional awards announced at the Central and Eastern European Business Services Summit & Awards held in Warsaw, Poland.

UNICEF established a Global Learning Centre housed in its Global Shared Services Centre. The purpose of the center is to develop curriculum for UNICEF offices worldwide, focusing primarily on new hire induction and business process training. The curriculum developed will consist of a combination of e-learning, videos, broadcast training, and instructor led courses.

How can you make a difference?

Under the direction supervision of Human Resources Manager (Learning and Development), the HR Specialist is accountable for the execution and implementation of learning and development strategies and programmes for Global Learning Centre.

The HR Specialist will also contribute to building, maintaining, and strengthening relationships with academic and research institutions, UN agencies, and private sector on learning initiatives.

Key functions, accountabilities and related tasks:

Identification of Learning Needs

  • As directed by the Global Learning Governance Committee and with approval of the GSSC Director, executes identification, gap analysis, and assessment of learning needs, ensuring alignment with the organization’s strategic priorities.
  • Collaborates with subject matter experts in identifying the needs for their respective divisions and sections. Reports on respective needs of sections to Learning and Development Specialist.
  • Continuously analyses the compatibility between the strategic priorities of the organization and the skills and knowledge of staff to establish and maintain learning objectives and goals.

Responsible for coordinating the Development of Training Programmes

  • Manages the design and oversees the development and implementation of learning initiatives for staff as assigned by the Global Learning Governance Committee.
  • Ensures effective collaboration with vendors and external sources in the design of learning initiatives.
  • Monitoring and reporting on training delivery and the effectiveness of these events and programmes by seeking feedback from clients and stakeholders.

Capacity Building for Learning and Development

  • Keeps abreast, researches, benchmarks, and implements best and cutting-edge practices in the learning and development of staff. Institutionalizes and disseminates best practices and knowledge learnt.
  • Ensures quality training programmes by employing critical thinking, innovative approaches, and good practices for HR policies pertaining to learning and development.
  • Optimizing latest technology for learning approaches for different audience.

Partnership Building

  • Builds and strengthens strategic partnerships through networking and advocacy with UN agencies, academic institutions to share best practices and lessons learnt and to form partnerships in addressing the learning needs of staff.

Management, Supervision of staff and project teams

  • Manages staff of developers and other project team members providing proper guidance for the completion of tasks.
  • Manages work distribution, creating workplans, and overseeing assignments.
  • Budget monitoring and ensuring effective use of project budget resources.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s degree) in Human Resources, Business Administration, Economics, International Relations, Social Sciences, Psychology or related areas required.
  • A first University Degree (Bachelor’s Degree) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • A minimum of 5 years relevant work experience working, at the national and international levels, in human resources management and/or other directly related technical fields is required.
  • Proven supervisory and people management experience is highly desirable.
  • Work experience with an international organization and with shared services/business support center is highly desirable.
  • Fluency in English both verbal and written. One other UN language is an asset.

Requirement for internal applicants:

Internal applicants from GSSC are required to complete the courses of Learning Paths that are identified as essential when applying to the level of this post.
