Organizational Setting

The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It oversees the network of Country Offices and the Subregional Office for the Pacific Islands (SAP). It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region, and, in collaboration with Divisions, Offices and Centres at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities and the implementation of the Organization's strategies through programmes and projects across the region.

The Regional Office for Asia and the Pacific supports the formulation and implementation of the Country Programmes and Projects, including Country Programming Frameworks (CPFs), and their contribution to the FAO Strategic Framework and the United Nations Sustainable Development Cooperation Framework (UNSDCF) at the country level, advising Decentralized Offices on corporate priorities such as the Strategic Framework and on the incorporation of regional priorities into the Organization's Programme of Work and Budget.

The Regional Office for Asia and the Pacific leads, formulates, implements, monitors and reports on the Organization's programmes and budget in the region and draws management attention to problems, deficiencies and risks.

The Regional Office for Asia and the Pacific leads the preparation of the Regional Conferences and the Statutory Bodies in the region.

The Regional Office for Asia and the Pacific develops and maintains relations with region-wide institutions, including the Regional Economic Integration Organizations (REIOs), and participates in the United Nations Regional Architecture, such as UN Regional Forums on Sustainable Development and UN Regional Collaborative Platforms and related mechanisms.

The Regional Office for Asia and the Pacific delivers an improved, integrated and collaborative business model to enhance efficiency, effectiveness, consistency, innovation, agility and responsiveness in logistical, operational, financial and other support services at all levels to accelerate the achievement of the Organization's programme in the region and ensure compliance with the Internal Control Framework.

The Human Resources Specialist will be based in the Regional Office for Asia and the Pacific (RAP) in Bangkok, Thailand.

Please note that this role requires office attendance.

Reporting Lines

The Human Resources Specialist reports to the National Professional Officer (Human Resources) and may receive guidance from the Regional Human Resources Officer.

Technical Focus

The Human Resources Specialist is responsible for coordinating and executing administrative tasks related to the hiring of national and international affiliate workforce, in accordance with FAO rules and regulations.

Tasks and responsibilities

Under the supervision of National Professional Officer (Human Resources) and in close collaboration with the regional Human Resources Unit, the Human Resources Specialist performs the following functions:

• Support the overall hiring plan for hiring of national affiliate workforce. • Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations. • Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent. • Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates. • Manage the complete cycle of contracts for national affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation. • Supervise the validity of contracts for national affiliate workforce and take appropriate measures in coordination with supervisors for renewal or termination as necessary. • Provide administrative support, including recording worked hours for the payment of fees to national consultants and other related tasks. • Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization's values and commitments. • Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation. • Assist in the performance evaluation process of national consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR). • Maintain confidentiality and handle sensitive information with discretion. • Perform other tasks as required.

• Good knowledge of the MS Office applications, Internet and office technology equipment • Good knowledge of the essential elements of Human Resources activities and transactions, including corporate policies, rules and procedures • Extent and relevance of experience of using corporate computerized administrative systems such as Oracle to process and analyze data • Good knowledge of communication and documentation standards • Good communication skills (both oral and written) in English and willing to work with diverse team and background • Be able to learn new knowledge, skills and adaptable to changes and new work environment • Previous working experience with a UN organization is considered an asset
